Makima wants denji to suffer. She gave him everything only for the purpose the take it away in the most brutal way. So denji become a loyal "dog". So she gets chainsaw man.

She did it just to tighten her grip around Denji. She could have let them "go" and have someone monitor them to pretend they are free. Or "accidentally" see them and made something to bind both to her and pretend that it's fine. But that was just cruel and a reason why I hate her
