NASA was never responsible for exploring the ocean, that job has always been with NOAA. I have no idea how this conspiracy came to be, NASA has collaborated in underwater technology & research, but those were always for the purpose of testing technology and material meant for space. And usually all of that testing is done at their own Private Olympic sized pool at their training office. Exploration & underwater research largely NOAA’s job:
