Why Neutral Wire Can Shock ?

Absolutely, neutral is approximately at earth potential, not always exactly 0 V. Electric shock is possible if the neutral has risen above earth potential.

It is quite common for there to be a voltage from neutral to earth as a function of both wire length from the bonding point and the amount of current being drawn from the load due to wire resistance. This difference should never rise to more than a few volts.

Bad connection at the beginning of the circuit like at the breaker cabinet and a load in the circuit down string.

It's something colored...

what if it shows voltage in neutral

natural can shock you IF you are a easier path to ground than the solid copper connection to the ground/water table; typically getting shocked by neutral means you have a problem you need to fix

It's something that colored deeper than comic that wanders

Great information

Houses dont use 3 phase systems, they are typically found in warehouses with powerful machines that need them.

Zero volts zero ohms
