Do you really want the city turning off your water every time they need to tap into the water line?

If there is no water pressure contaminants are able to enter the pipe

Because that would mean cut the water for a fair deal of people.

In a municipality, there are regulations for the water delivery system. The pipe is carrying treated/clean water. If you turn it off, you create an opportunity for negative vectors to enter the system (mud, bacteria, feces, whatever). If that happens they would need to issue a boil order for those off that section of system. If it feeds a hospital or school, they have to go re-certify the fire control sprinklers, etc. so they typically turn the pressure down (but not off) to facilitate repair/tap, but they work hard to keep a positive pressure in the system so nothing bad gets in…

The problem is that when they turn the main back on, the thrust and sudden pressure will cause leaks even a block away. So, leave the system under normal pressure.

Patching them under pressure is fast…might have to purge or boil order if you depressurize…
