If the water flow in river was obstructed because of glacier blocking path, people would have noticed significant reduction in water in river.

Actually...that does not appear to be what happened if you see this video of the failure. It even looks like there was a road across the top of a dam...but it was earth damn, not ice dam...but we will know for sure soon...but this looks pretty real to me.
