I only have a 3070 and it's only about 2x better. In certain environments like plains during plenty or fallow and basin in firespring the frame rate drops below 30.

Turn off auto resolution upscaling, manually reduce the upscaling to around 75~ at most, reduce screen resolution too. Made it run at stable frames on mine but the texture popping and other bullshit remain consistent.

1650 should still be doing better than that, unless it's unplugged. Surely.
