Rodrigo Duterte has not availed of the ICC’s legal aid system and is instead paying for private legal representation. According to Conti, ICC legal aid is granted only to accused indigents who lack financial capacity to support their case. Based on publicly available information, Conti says the Dutertes do not qualify as indigent, which is why legal aid is cannot automatically apply.
