This could be improved if you used the LTSC copy of windows and used cmd to enable kernel debugging

we got Kernel Debugging Setup Speedrun before gta 6 💥

You could cut this down massively by using custom ISOs with AutoUnattend to install / configure kdnet + creds for autologin etc

the iso must be stock tho for this run

Does it have to be VMware because you can do the same with terraform / ansible / insert IaC framework here

I could probably cut this down to 7 minutes, I messed up the powershell and could use win7 instead but quite happy with this run
