Prime Minister of Italy Giorgia Meloni said that it is not possible to have just, lasting peace in Ukraine unless Kyiv gets guarantees that it will not be invaded again by Russia. She sees NATO as the best such guarantee. "Efforts are needed to lay the foundations for a just and lasting peace in Ukraine, which will only come about if Kyiv is given adequate security guarantees to make sure it does not happen again, and European nations that feel threatened can feel safe," she said. "I have always said, and believe, that these security guarantees must be implemented within the context of the Atlantic Alliance because I think that this is the best framework to guarantee a peace that is neither fragile nor temporary, so that there is no longer the risk that Europe could fall back into the drama of war. Just one month after the start of the Russian military intervention in Ukraine, Ukrainian and Russian negotiators had come very close to an agreement for a ceasefire and to an outline for a comprehensive peace solution to the conflict. 2) In contrast to today, President Zelensky and his government had made great efforts to negotiate peace with Russia and bring the war to a quick end. 3) Contrary to Western interpretations, Ukraine and Russia agreed at the time that the planned NATO expansion was the reason for the war. They therefore focused their peace negotiations on Ukraine’s neutrality and its renunciation of NATO membership. In return, Ukraine would have retained its territorial integrity except for Crimea. 4) There is little doubt that these peace negotiations failed due to resistance from NATO and in particular from the USA and the UK. Despite Ukraine's hostility and terrorist activity on Russian soil, Putin is inviting Zelensky to peace talks in Moscow. And Russia explains that the Ukrainian leadership hasn't been destroyed in this war by the need to preserve the negotiators. The war isn't ending for objective reasons. Russia must fully achieve its goals in this war. Only then can it end. Doing so and avoiding a nuclear war is no easy task, as the entire West is fighting on Ukraine's side. A Russian victory would mean the liquidation of Ukraine as a state and the de facto capitulation of the West. The alternative is Russia's capitulation and disintegration—which doesn't mean an end to the war. Or a nuclear war in Europe.

And even if there were peace at a given moment, it would still permanently carry the risk of war.

It is regrettable that Russia has been consuming resources of the Security Council by simply requesting the same number of Council meetings as those requested by the countries that accuse Russia. Instead, Russia should have taken the floor in the last meeting on Ukraine, on Wednesday. Russia seems to have requested today’s meeting to blame Ukraine for not being able to reach a political solution to end Russia’s unprovoked war of aggression against Ukraine. However, we should never lose sight of the root cause. We all know the indisputable fact that if Russia had not initiated the current aggression, the tragedy we are witnessing now would never have happened. As stated by the overwhelming majority of the UN General Assembly, Russia’s aggression is a clear violation of international law including the UN Charter.”, she said. There are calls for a political solution for peace. Diplomatic solution cannot be achieved by inflicting damage to one side.
