Pags is spot on here; no where in the Constitution will you find the word Filibuster A procedural thing started in 1806 that became a stall tactic..if you're going to delay legislation, you must stay on the floor talking, once that ends, you go to a 51 vote simple majority The thing to do is, force whoever's filibustering the legislation to stay on the Senate floor, talking.... when that Senator has to go to the bathroom, you then go to a 51 vote simple majority.... if Leader John Thune doesn't do something, we're never gonna get anything done
