It’s important to note that this is almost always the posture he takes publicly while granting permission to Islamic Republic officials to negotiate. His remarks last year, in which he appeared to open the door to negotiations, were very rare. Khamenei, who has not left Iran since 1989, is deeply mistrustful and suspicious of the United States. He does not just hold this position publicly to stay in power—it is fundamentally what he believes.
