City of Harare admits air can trigger water meter charges The City of Harare and Helcraw Water say prepaid water meters work the same way as ordinary water meters. They say the meters are not faulty. According to the statement, when there is air trapped in water pipes after events like burst pipes, repairs, or when the water supply is restored, that air can pass through water meters and cause them to record water use even though mostly air is flowing.
