It’s not a repo. Chicago has terrible laws that let tow companies charge outrageous fees. For example, a “car cleaning” fee that can cost $3,000. A friend of mine had to pay over $10,000 just to get his $50,000 car out of impound. It’s essentially legalized theft. If you don’t pay their excessive charges, you lose your rights to the car. That’s why they acting like this.
