I think they are Hindus... The caps they wore might relate to Pakistan Hindus culture like how Himachal Hindus wear caps... Or may be they wore because, they might get attacked if radical Islamists know they are hindu when they roam outside in Pakistan roads...

They are not Muslims. They are Hindus. For some reason, it’s tradition to keep those kind of caps for Hindus in Pakistan.
