Shirou being her Master drags her stats down so she's weaker than she should be, the man is being enhanced by a Caster's magecraft (a Caster from ancient times who's magic is premium) , and they severely underestimated what he can do. Bro was trained as an assassin all his life.

FSN Saber is her at her weakest, both because her stats are cut and because Shirou in general is a terrible master beyond that. Kuzuki in this scene is being powered by one of the strongest Casters in the setting and that's even accounting for FGO's insanity. Medea's super busted

If I remember correctly, it can be summed up with Saber being SUPER nerfed because Shirou isn't a Mage, so she's not getting nearly as much mana as she needs. She's basically fighting while starving.
