I don't understand why that statement is made. For what I've read via zero commentary gameplay since I can't play the game due to optimization, the story is pretty good and the gameplay is pretty interest.

Its is gorgeous but it delivers bite sized story bits that just gives enough reason to meet new chars. The overarching story is shallow at best and clearly leads nowhere. It is just a pretext to more characters. It is OK and I love the game but let stay lucid about what it is.
