US R&B started in the 1940s. Old school R&B to me is considered to be in the late 70s and early 80s. This music is considered 90s R&B.

Sure I guess, but tbh “old school” will change for each generation. To Gen Z and younger Millenials, 90s is old school. And to Gen X and younger Boomers, 70s/80s would’ve been modern and 50s/60s R&B would’ve been old school to them.
