Very simple answer - the cartel owns and operates the hotel - launders alllll its drug cash through it and then whappppaaaaaa its clean money to be transferred at the entities wish. Can pass any OFAC for international banking and ba boom you’re good free and clear. Happens all throughout Mexico - I’d imagine 50% or more of all businesses have cartel money being washed, how else can they clean the billions a year in cash profit? The only reason cash is still around is because of the cartels.
