The tools the boss have which save this fight are the same tools that prevent players from abusing hitstun - she can jump out and reposition, and the whole fight is based around her constantly repositioning making her hard to hit in neutral

So the AI loop is a way to slightly regain control in your favor but not only does she break out and counter CONSTANTLY, but even the fact that she moves around makes this loop a lot more variable & dynamic to execute. Often u wont be in a position to trigger the conditional atk

The nice thing about designing challenges around these sorta natural mechanics/interactions is that they tend to even BREAK in more interesting ways

When trying to cheese a fight produces equally or more interesting results than doing it the "right way" you know you've got something magical on your hands. It should VICIOUSLY difficult to control the neutral, it should be earned!

Yeah her movement's so quick and most of her attack aside from flame dash have such short punish windows that this adds a really nice layer of control to an otherwise somewhat defensive fight
