Nope what happened here was The shopkeeper said, if you were alone id have given you, but I don't want to hurt the community, so I won't sell in front of others coz those are my morals

The shopkeeper said "had you been alone I would have given it to you" and "come back later and I'll give it to you", it was the 3rd person off camera that stopped the transaction. The shopkeeper was happy to sell.
