Upon further investigation me and bic have found that you need a dedicated prone bind like ctrl and then another bind for sprint. You need to tap sprint and then instantly press prone to force the dolphin dive as early as possible as shown in the video below.

i think im just far enough away or the short sprint i do isnt enough to trigger it? Perhaps a dolphin dive overrides the sprint? Maybe its more sensitive the closer you get?

yea for some reason just normally walking in the other 2 general areas can fail it even if your not near the boards

i think you need a dedicated prone bind then tap sprint and prone right after to force a dolphin dive with minimal forward moving, it seemed to work that way
