Non-doms pay income taxes on income they earn in the UK, as well as funds that they bring into the UK. Broadly speaking, they are only exempted from income earned outside the UK that they don’t bring in to the UK.

We want these people in this country though? Even if they avoid tax, if they’re spending huge sums of money here we still have a 20% VAT on everything, and also a lot are employers. It’s a bad idea to spook them into leaving the country surely?
