The comparison is flawed. South Sudan became independent in 2011 after 23 years of civil war (1983–2005) that devastated its economy and infrastructure. It then fell into another internal conflict in 2013–2018. Most roads, institutions and public systems had to be built from scratch. Uganda has had decades of relative stability to build institutions and infrastructure. Context matters …apples vs tomatoes.
