Motion blur between the frames and video compression. Watch a dark scene from a cheap DVD on a new TV. The areas that change very little between frames get compressed to reduce file size. This is a nothing burger.

the square on the powerline is artifacts from the dashcam+zooming+moving object (car). The wings don't appear because of how many frames per second the camera records which is generating again artifacts blurring and other stuff. Most of the dashcam doesn't even hit 30fps(24)
