Zelensky: Intentions must become security guarantees and therefore be ratified—by the U.S. Congress, by European parliaments, by all partners. A Budapest-style piece of paper will not satisfy Ukraine; Ukraine does not need a Minsk-style, meticulously drafted trap. Signatures under weak agreements only fuel war. My signature will be under...

🇺🇦🇺🇸@SecDef Pete Hegseth outlined U.S. defense policy towards Ukraine: "We want, like you, a sovereign and prosperous Ukraine. But we must start by recognizing that returning to Ukraine's pre-2014 borders is an unrealistic objective. Chasing this illusionary goal will only prolong the war and cause more suffering. A durable peace for Ukraine must include robust security guarantees to ensure that the war will not begin again. This must not be Minsk 3.0. That said, the United States does not believe that NATO membership for Ukraine is a realistic outcome of a negotiated settlement. Instead, any security guarantee must be backed by capable European and non-European troops. If these troops are deployed as peacekeepers to Ukraine, at any point, they should be deployed as part of a non-NATO mission, and they should not be covered under Article Five. There also must be robust international oversight of the line of contact. To be clear: as part of any security guarantee, there will not be US troops deployed to Ukraine. To further enable effective diplomacy and drive down energy prices that fund the Russian war machine, President Trump is unleashing American energy production and encouraging other nations to do the same. Lower energy prices, coupled with more effective enforcement of energy sanctions will help bring Russia to the table. Safeguarding European security must be an imperative for European members of NATO as part of this Europe must provide the overwhelming share of future lethal and non-lethal aid to Ukraine. Members of this contact group must meet the moment. "

🇺🇦 Volodymyr Zelensky: 📌 “There is no alternative to peace; however, the United States is ready to continue supporting Ukraine if Russia refuses an agreement and chooses to prolong the war.” ➡️ “A referendum can only be held no earlier than 60 days after a complete ceasefire and only if adequate security infrastructure is in place — something Russia is currently unwilling to agree to.” ➡️ “Any future agreements must be underpinned by real security guarantees. Agreements with the United States would be supported by the U.S. Congress and the Ukrainian Parliament, while agreements with European partners would be endorsed by the parliaments of the respective countries.” ➡️ “Ukraine considers the approval of the 20-point war-ending plan through a nationwide referendum to be the strongest form of legitimacy.” 📌 “Martial law will end once Ukraine receives security guarantees, including monitoring by partners and their military presence in the country.” 📌 “We want to hold a meeting of U.S. and European advisers in Ukraine in January. The Secretary of the National Security and Defense Council, Rustem Umerov, is already coordinating actions with partners, and Kyiv is doing everything possible to ensure that the talks are held in Ukraine for the first time.” ▪️ “After that, the following steps are planned: a meeting of European leaders with Ukraine in the ‘Coalition of the Willing’ format; coordination of documents at the leaders’ level; and preparation for a meeting between Donald Trump and European leaders. Ukraine hopes to complete all these stages in January, after which negotiations with Russia in an agreed format will become possible.” ▪️ “Trump discussed all twenty points of the peace plan with Vladimir Putin — every single one. I do not wish to go into details now, but I told the U.S. president that this is extremely important for us. This is not the first time Putin has said one thing and done another. What matters to us is that words match actions.” ▪️ “Trump promised that Ukraine’s security guarantees would be considered for a full 50-year period. This would be a historic decision.” See the latest updates with us: NSTRIKE

🚨MARK RUTTE: YOU DO NOT WANT ANOTHER BUDAPEST MEMORANDUM OR A MINSK AGREEMENT. EUROPEAN ALLIES WILL DEPLOY TROOPS TO UKRAINE AFTER A DEAL IS REACHED. TROOPS ON THE GROUND, JETS IN THE AIR, SHIPS IN THE BLACK SEA. THE U.S. WILL BE THE BACKSTOP. THE SECURITY GUARANTEES ARE SOLID “In addition to strong armed forces, Ukraine needs robust security guarantees. The United States, Europe, and Canada have affirmed their readiness to provide the assurance that Ukraine needs to be able to forge a peace with Russia. The members of the Coalition of the Willing made encouraging progress on these guarantees when they met last month in Paris. I was at that meeting, and so was President Zelensky. Some European allies have announced that they will deploy troops to Ukraine after a deal is reached. Troops on the ground, jets in the air, ships on the Black Sea. The United States will be the backstop. Others have vowed to support in other ways. The security guarantees are solid, and this is crucial because we know that getting to an agreement to end this terrible war will require difficult choices. Ukraine needs to know with absolute certainty that whatever sacrifices you have made, the lives you have lost, the devastation you have endured, will not be at risk of repetition. You need to know that this peace will be lasting, not because papers have been signed, but because there is hard power to back it up. You rightly do not want another Budapest Memorandum or a Minsk Agreement”, - NATO secretary general on Tue, Feb 3rd, 2026
