ZELENSKYY: For the first time, Americans reacted positively to giving us licenses to produce Patriot missiles. American production is 700 Patriot missiles a year. Americans recently granted licenses to Germans. We signed contract with Germans to produce 600 missiles for Ukraine. What Ukraine ultimately wants, and what everyone agrees on, is that in addition to Germans in Europe, we now have all technical capabilities in Ukraine to start producing missiles for Patriot systems ourselves. For this, we need licenses from United States. I know entire leadership of these European and American companies that are currently responsible for Patriot system production. We have reached the point where the only approval we still need is from Trump personally, everyone else agrees.

Ukraine needs a full-fledged sky shield – this is the only way to defeat Russian missile terror. We have already shown that we can shoot down even the Russian missiles that the terrorists boasted about. Zelensky: We had no choice but to rebuild our own industry from scratch. And I believe that technologically, in drones and other areas, we were able to make such leaps because it was a question of survival. But when it comes to air defense, unfortunately, you know, hundreds of air-defense systems that Ukraine had in the 1990s were sold off, and this continued into the 2000s. These were Soviet systems, Soviet missiles — primarily S-300 air-defense systems. Nevertheless, we began working with our partners, and we are also working on these systems ourselves.

I am deeply grateful to all our partners who support us with air defense systems and missiles. This is a truly global effort. Every time Russia carries out such attacks, it underscores how critical it is that partners don’t leave systems like Patriot and others sitting idle in warehouses, but instead provide them to those who know how to protect lives and urgently need them. We still haven’t received all the necessary systems from our allies—but we continue to work toward that goal. Once these systems are in place, our ability to repel attacks will be much stronger. One more thing: The plan for strengthening Ukraine is the Victory Plan that I presented to our partners. One of its key elements is providing our army with long-range capabilities. There’s been much said in the media today that we have received approval to take relative actions. But strikes are not carried out with words. These things are not announced. The missiles will speak for themselves.

Naturally, all details should not be made public. But these are the systems capable of intercepting everything. We will protect regions. There are not yet enough systems in place to fully protect Ukraine, but we are working on it every day. I am grateful to our partners who help us strengthen Ukraine’s air defense and protect lives.

Zelensky at NATO Summit in Ankara: The one thing we still need to do here in Europe is build a strong defense against Russia's ballistic missiles. This is a big challenge. It's true — this is Russia's last major advantage. I believe Europe urgently needs its own capability to produce anti-ballistic systems and the missiles they require. We all value the Patriot system — it is an excellent system, and there are others as well. But today's wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles. That is a fact, and we must respond to that fact. We have also discussed Patriot production licenses with our American partners, and I ask you to support our efforts to make this happen.

We have ten documents that have already been signed – ten arrangements, ten agreements of different levels. Arrangements on air defense are among the most urgent for us. This includes air defense missiles – PAC-2 missiles, of course, as well as launchers for IRIS-T systems – we are grateful for them. I would like to thank you specifically for this agreement. Our agreements with partners. Contracts. Our readiness to produce air defense systems in Ukraine and negotiations regarding licensing. There were reports from the military and government officials. The Ministry of Foreign Affairs has been tasked with specific responsibilities. We will seek to reach an agreement with the United States as well — an agreement on Patriots for Ukraine. We are ready to purchase the necessary number of Patriot systems for our country. This is not about charity. We have proposed concrete deal options — to protect our people.
