Zelensky: Today the issue is air defense. This is the most difficult problem. Unfortunately, our partners still do not grant licenses for us to produce systems ourselves, for example, Patriot systems, or even missiles for the systems we already have.

A rescue operation is currently underway in Zaporizhzhia after a Russian ballistic missile strike that hit city buildings. I have already spoken with the Commander-in-Chief about what is needed to enhance the safety of our cities. We are speaking with all our partners about providing additional air defense systems. Right now, we do not have enough systems to protect our country from Russian missiles. However, our partners have these systems. Once again, we reiterate: air defense systems should save lives, not gather dust in storage facilities. I am grateful to everyone for their support.

❗️🇺🇦Ukrainian Air Force air defense operators are effectively using Patriot systems during massive 🇷🇺Russian attacks, especially against ballistic missiles. Ukrainian specialists not only skillfully destroy targets but also quickly repair and restore the equipment under difficult conditions. It is precisely to our professionals that the system’s developers turn for analysis of its effectiveness. The effectiveness of Patriot directly depends on the stock of PAC-3 missiles. Thanks to timely assistance from partners, Ukraine has withstood the winter. We thank the United States, Germany, the Netherlands, Spain, Romania, and Poland for providing the systems and missiles. To continue effective defense, it is critically important to maintain the supply of missiles for Patriot systems.

ZELENSKYY: For the first time, Americans reacted positively to giving us licenses to produce Patriot missiles. American production is 700 Patriot missiles a year. Americans recently granted licenses to Germans. We signed contract with Germans to produce 600 missiles for Ukraine. What Ukraine ultimately wants, and what everyone agrees on, is that in addition to Germans in Europe, we now have all technical capabilities in Ukraine to start producing missiles for Patriot systems ourselves. For this, we need licenses from United States. I know entire leadership of these European and American companies that are currently responsible for Patriot system production. We have reached the point where the only approval we still need is from Trump personally, everyone else agrees.

Ukraine critically lacks missiles not only for Patriot systems but also for other air-defense systems and aviation, Air Force spokesman Yurii Ihnat said, urging people to immediately move to shelters during air alerts. Zelensky said Ukraine needs at least 300 Patriot missiles to get through the winter and expressed hope that this package will be secured. #Ukraine

Ukraine needs a full-fledged sky shield – this is the only way to defeat Russian missile terror. We have already shown that we can shoot down even the Russian missiles that the terrorists boasted about. Thanks to the help of our partners and the air defense systems provided to Ukraine, our defenders of the sky have saved thousands of lives. But we need more air defense systems for our entire territory, for all our cities and communities. The world must not get used to Russian terror – terror must be defeated. And it is possible! ____ Video:@ United24media #standwithukraine #supportukraine #ArmUkraineNow #stoprussia #RussiaIsATerroristState

Zelensky: We had no choice but to rebuild our own industry from scratch. And I believe that technologically, in drones and other areas, we were able to make such leaps because it was a question of survival. But when it comes to air defense, unfortunately, you know, hundreds of air-defense systems that Ukraine had in the 1990s were sold off, and this continued into the 2000s. These were Soviet systems, Soviet missiles — primarily S-300 air-defense systems. Nevertheless, we began working with our partners, and we are also working on these systems ourselves.

I am deeply grateful to all our partners who support us with air defense systems and missiles. This is a truly global effort. Every time Russia carries out such attacks, it underscores how critical it is that partners don’t leave systems like Patriot and others sitting idle in warehouses, but instead provide them to those who know how to protect lives and urgently need them. We still haven’t received all the necessary systems from our allies—but we continue to work toward that goal. Once these systems are in place, our ability to repel attacks will be much stronger. One more thing: The plan for strengthening Ukraine is the Victory Plan that I presented to our partners. One of its key elements is providing our army with long-range capabilities. There’s been much said in the media today that we have received approval to take relative actions. But strikes are not carried out with words. These things are not announced. The missiles will speak for themselves.

Zelensky at NATO Summit in Ankara: The one thing we still need to do here in Europe is build a strong defense against Russia's ballistic missiles. This is a big challenge. It's true — this is Russia's last major advantage. I believe Europe urgently needs its own capability to produce anti-ballistic systems and the missiles they require. We all value the Patriot system — it is an excellent system, and there are others as well. But today's wars have shown that current Patriot production is not enough to meet the growing demand for protection against ballistic missiles. That is a fact, and we must respond to that fact. We have also discussed Patriot production licenses with our American partners, and I ask you to support our efforts to make this happen.

I would like to thank Germany, Chancellor Bundeskanzler Friedrich Merz personally, and the Government of Germany for the agreements prepared as of today. We have ten documents that have already been signed – ten arrangements, ten agreements of different levels. Arrangements on air defense are among the most urgent for us. This includes air defense missiles – PAC-2 missiles, of course, as well as launchers for IRIS-T systems – we are grateful for them. I would like to thank you specifically for this agreement. It is important that we continue working on other types of missiles as well – both for IRIS-T and for Patriot systems. From a joint press conference with Friedrich Merz (1/3).
