We are creating new joint weapons production with our partners. For the first time in history, Ukraine has begun building a joint plant with Denmark, on Danish territory, and it will produce components for our missiles and drones, weapons that are already proving highly effective. During this war, Ukraine has already reached the level where nearly 60 percent of the weapons in the hands of our warriors are Ukrainian-made – and they are strong weapons, many of them cutting-edge. Of course, there are goals we must still achieve, in particular the production in Ukraine and together with Ukraine different types of air defense systems. We must get there. Ukraine has already proven that in weapons production we are among the best in the world. More firepower and technology mean better protection for our warriors and greater destruction of Russia’s offensive potential. We’re working with partners and working hard on our own production. Ukraine’s defense industry is growing, and soon there will be more of our long-range capabilities. Yesterday, a new $725 million U.S. weapons package was announced, which included air defense missiles, artillery, and equipment to stabilize our positions. We signed a Drone Deal agreement with Denmark. This is already Ukraine’s ninth such agreement, and it is important that more and more partners are joining this format, which opens up greater opportunities for joint defense production, the exchange of expertise, and transparency in weapons exports. Together, we are building a new security architecture. I thank Denmark, and personally Mette, for this step toward strengthening our shared defense. It was with Denmark that we began joint production in Ukraine under the Danish model, and it is absolutely fair that Denmark will now have access to Ukrainian exports of weapons tested in war. Today, we also discussed with the Prime Minister Statsministeriet the strengthening of our air defense and work on European anti-ballistic defense. It is extremely important for us right now to receive Patriot missiles as quickly as possible and to jointly develop our own European capabilities to counter ballistic threats. I thank Denmark for its continued support for our people – for its defense and financial assistance, and for all its contributions to the PURL initiative.

Over the past week, the Russians have launched hundreds of strikes on Ukrainian cities, villages, and the positions of our warriors on the front lines. Nearly 700 aerial bombs and over 600 attack drones were used just in a week. Every week, the Russian war continues only because the Russian army retains its ability to terrorize Ukraine and exploit its superiority in the sky. That is why it is crucial for our partners to fulfill the agreements already made with us. The decisions made at the NATO summit in Washington, as well as those adopted during the Ramstein meetings regarding air defense for Ukraine, have still not been fully implemented. We have discussed with our partners, including the United States, the possibility of granting Ukraine licenses to produce air defense systems and missiles for them. There is nothing impossible about this, and it would only strengthen our shared capabilities to ensure security. This is exactly the kind of strength that makes lasting peace possible. Russia does not stop its wars of its own accord – it can only be forced into peace. A sufficient quantity and quality of air defense systems must be part of that coercion.

I am preparing changes across our diplomatic efforts. We need a new quality of engagement with Ukraine’s partners to ensure the implementation of our agreements on weapons supplies. The agreements reached at the leaders’ level must be implemented much faster and in full. The U.S. and our agreement on licenses for the production of Patriots. Europe and our work to develop Europe’s own anti-ballistic capabilities, as well as other projects focused specifically on defensive cooperation. Also, the support packages for Ukraine that have been announced but, as of today, have not yet been delivered in full.

Today, representatives of all Allied countries were present here in Ukraine at the NATO–Ukraine Council – after Russia tried to squeeze our partners out of the country and intimidate embassies. The result was a highly symbolic meeting in Kyiv. Its main message is clear: Ukraine should be supported more. Especially in areas such as anti-ballistic capabilities. Our partners have decided on new contributions to the PURL initiative – they are coming in June. We are also doing everything possible to accelerate Europe’s work on its own anti-ballistic capabilities.

We are trying to accelerate work in Europe on producing our own anti-ballistic capabilities on the continent in sufficient quantities. We will also continue engaging with the United States regarding its ability to support Ukraine. The PURL program is working, and we are grateful for that. Europe is helping us financially. But strong leadership from the United States in expanding anti-ballistic production is also urgently needed.

I am calling on the United States, the United Kingdom, France, and Germany – we need the means to fully and effectively protect Ukraine and its people. We need permissions for long-range capabilities, as well as your long-range shells and missiles. Making these vital decisions cannot be delayed – these are the actions that can have the most significant impact on the course of events. We are also discussing air defense with our partners – systems that are especially needed now, before the start of the school year, to provide more safety for Ukrainian children in schools, for our cities, and our energy infrastructure.
