Imagine Zelensky's face after Trump's shocking answers to questions from journalists yesterday about Ukraine: a meeting with Putin, a speedy end to the war, no NATO membership or security guarantees. ▪️The president-elect initially declined to answer a question about whether he would maintain aid to Ukraine during the negotiations. “I’m not going to tell you that,” Trump said. ▪️When asked whether he would provide security guarantees to Ukraine after the war (as Zelensky demands), Trump began to criticize the idea of Ukraine joining NATO. He said that Russia had been saying that such a step was unacceptable for it "for many, many years, long before Putin said so," and that it was "written in stone" (literally, "carved in stone," but some media translate this as "an established agreement"). ➖"And about halfway through, Biden said, no, they should be able to join NATO. Well, then Russia would have somebody right on their doorstep. And I can understand their feeling about that," Trump said. ▪️Later, he made it clear that Ukraine may never join NATO (this moment was not included in the video). Sen. Shaheen: There's bipartisan agreement in this Senate that we should be putting more pressure on Russia. Rubio: Russia is under incredible amount of pressure. Sen. Shaheen: President Trump made a promise to end war in Ukraine on day one. And here we are, almost year and half into this administration, and he has let Russia and Putin off the hook. Graham-Blumenthal sanctions bill would do that in a way that would force Russia to come to the table and finally fulfill that promise. Rubio: I disagree with that statement. Sen. Shaheen: Well, you and I are going to have to disagree on that, Mr. Secretary. Rubio: We are, because I can tell you that at the highest levels of our administration, we've committed an extraordinary amount of time to the Ukrainian situation and trying to resolve that conflict. Meeting after meeting, all over the world, many of which I attended myself, to try to bridge the differences between the two sides. We've not been successful to date, but not for lack of trying. And we continue to be prepared to play that role. Sen. Shaheen: But, Mr. Secretary, you rightly imposed sanctions on Lukoil and Rosneft. And you've lifted those and you've given Russia the ability to continue to fund their war in Ukraine. Rubio: We have not lifted the sanctions. The sanctions remain in place. What's been granted is a license for a short-term period of time because of global oil demand. Sen. Shaheen: We're arguing semantics here. Rubio: I've acknowledged there's a trade-off in the broader policy. Sen. Shaheen: If Russians are able to make money, then they're not being hurt by the sanctions that were put in place. Rubio: Well, there are plenty of other sanctions that are hurting them. But I will tell you that in that case, I have acknowledged that there was a trade-off here between the destabilization of the availability of oil for countries in the Indo-Pacific in particular, and the decision that was made in the short term on this specific oil. Sen. Shaheen: Except that the cost of a barrel of oil was $100 when you lifted those sanctions, and it's still over $100. So it hasn't provided the kind of relief. Rubio: It would have been much higher if that oil wasn't available. But it's not just the cost, it's the availability.

We had another very productive session, building off Geneva, building off the events of this week. As I told you earlier this morning, our goal here is to end the war, but it's more than just to end the war. We don't just want to end the war. We also want to help Ukraine be safe forever, so never again will they face another invasion. And equally importantly, we want them to enter an age of true prosperity. We want the Ukrainian people to emerge from this war, not just to rebuild their country, but to build it back in a way that will be stronger and more prosperous than it's ever been. And so this is comprehensive, what we're working on here today. It's not just about the terms that end fighting. It's about also the terms that set up Ukraine for long-term prosperity. I thought we started laying the groundwork for that, most certainly in Geneva. I think we continue that work in our communications throughout the week. I think we built on that again today, but there's more work to be done. This is delicate. It's complicated. There are a lot of moving parts, and obviously there's another party involved here that they'll have to be a part of the equation. And that will continue later this week, when Mr. Witkoff travels to Moscow, although we've also been in touch in varying degrees with the Russian side, but we have a pretty good understanding of their views as well. So much work remains, but today was again a very productive and useful session where I think additional progress was made, and we continue to be realistic about how difficult this is, but optimistic, particularly given the fact that as we've made progress, I think there is a shared vision here that this is not just about ending the war, which is very important. It is about securing Ukraine's future, a future that we hope will be more prosperous than it's ever been. Other statements by the President of Ukraine from the interview with British journalist Piers Morgan: ◾️ Yes, people are tired. Yes, people want to finish with this tragedy. We want to stop Putin and end this war as quickly as possible, but in the right way, not losing dignity in any way. ◾️ Russians try to sell to their audience the successful steps, but they can't, really. Even the very nationalistic, very radical part of Russia doesn't trust their government and Putin because they see that there are no successful steps on the battlefield. ◾️ If the war is in Europe, I think peace negotiations have to be in Europe. The next meeting will also be in Switzerland. ◾️ We had two groups - military and diplomatic. The military group spoke about how to develop a monitoring mission for a ceasefire when it comes, when the political side opens those possibilities. ◾️ The result is closer in the military direction. We will have a paper where all the details will be written about how to monitor immediately after a ceasefire. In the political direction, it's more difficult. We don't have the same view. Even trilaterally, we have three different views on the land question. This is not simple. We try to be very constructive. ◾️ Russia's proposal for Ukrainians is to withdraw our forces from part of the Donetsk region, just to withdraw by ourselves, and the war will stop. But we can't just withdraw. It's unbelievable how that can be. It's our territory, and the temporarily occupied territory is also our territory. It's not just occupied, it's temporarily occupied. We are not recognizing it judicially, and we are not recognizing it de facto in any papers. Yes, it's temporarily occupied territories. It's very painful for us, but let's stop where we stand. And this is already a big compromise. ◾️ Donbas is a part of our independence. It's a part of our values. It's not just about the land, about territories. It's about people. It's about membership, and also about strategy for defending our country. For today, with all respect to the powerful American president and to America as a whole, nobody can give us a strong word that Putin will not come again. We need strong security guarantees so that the rest of the world, or some countries, will be ready to respond to Putin if he comes back with his aggression, or when he comes again. ◾️ It's not about me. We have to think about the next generation. We have to think about the next people who will sit in our chairs, and they have to manage this. We can't give them an empty paper. We need strong security guarantees. ◾️ I can't trust the person who killed so many people in Ukraine and who began a full-scale invasion against my nation. But in any way, it's not about trust. It's about deciding how to end the war. ◾️ I'm not sure that our teams can really decide the question of the land. At the end, it's our people who accept the peace deal or not. It's not up to anybody in the world. It's up to the Ukrainian people. ◾️ We speak about security guarantees because we don't trust Russians. Personally Putin, and personally Russians. It's not just about Putin. It's about the system, about people around him. Even when another person is in his place, and other people are in my place. Obviously, you can't do that in the middle of a war like this, but ending the war alone won't achieve that. So this is not just about peace deals. It's about creating a pathway forward that leaves Ukraine sovereign, independent and prosperous.
