When Israelis vote in parliamentary elections, they choose a card with the name of a political party, put it in an envelope, and drop it into a ballot box. But what if voters had more of a say over the individuals they are electing to represent them? Legislation making its way through Knesset committees would give voters the option to vote for a political party AND choose preferred candidates from that party's electoral list. Dr. Assaf Shapira, the head of IDI's Political Reform Program, describes this "semi-open ballot" system, and makes the case that this common sense reform would strengthen Israeli democracy.
