That bank is Australian. The men in shorts and T-shirts in the background fit an Australian mall, not a Gulf one. The dress itself is a skin-tight, backless white gown. In public in Saudi Arabia, Iran, or Afghanistan it would not be allowed. Dubai and other UAE malls are looser, but a dress that tight and open-backed would still draw security in much of the Gulf. Places in the wider region where it would pass without trouble are the obvious secular ones: Lebanon, Israel, much of Turkey, and tourist strips in Tunisia or Morocco. This video is not one of those. It is a mall in Australia, posted by an account that presents itself as Saudi.
