Tum agr ache laws leke aaoge, better rules pass kroge, ensure kroge that there are consequences for corruption or any unlawful actions, people will get in line. When your institutions are free of corruption, when everyone is held accountable, aur jab tumhare actions ke consequences hote hain, tab log ache se rules follow krte. And eventually, it becomes part of your culture and values. Japan ki society inherently achi nahi hai, wahan ka system jo ki fairness ensure krta hai
