We are going into an unstable time. When you go into an unstable time, you have to change your mindset. You cannot have the same mindset. So what I am suggesting to the government is that they start thinking deeply about the possibilities and what we have to do to make sure that people do not suffer. I am not making any political statement. 1971 में जब युद्ध छिड़ा था, तब अमेरिका ने कहा था कि हम बंगाल की खाड़ी में अपना सातवां बेड़ा भेज रहे हैं। तब तत्कालीन प्रधानमंत्री इंदिरा गांधी जी आगे बढ़ीं और वो किया जो देशहित में जरूरी था। आज हम उन्हें याद कर रहे हैं। जब संसद पर हमला हुआ था, तब अटल जी प्रधानमंत्री थे और सोनिया गांधी जी नेता प्रतिपक्ष थीं। उन्होंने सदन के पटल पर खड़े होकर कहा था कि पूरा देश और पूरा विपक्ष सरकार के साथ है। उन्हीं परंपराओं को कायम रखते हुए प्रमुख विपक्षी दल कांग्रेस पार्टी और तमाम दलों ने फिर से सरकार को पूरा समर्थन दिया था। इसके अलावा, कश्मीर मुद्दे पर भी अमेरिका की तरफ से जो बयान आए हैं, उसपर भी सरकार को अपना पक्ष रखना चाहिए, क्योंकि यह द्विपक्षीय मुद्दा है। इसलिए संसद का विशेष सत्र बुलाना चाहिए और 1994 के प्रस्ताव को दोबारा दोहराना चाहिए देश के सामने स्पष्ट तरीके से कहा जाए कि: No third-party involvement will be accepted. It is a bilateral issue and it is India's and Pakistan's issue, and no country, including America, should have a space to intervene in a bilateral issue. पिछले कई दशकों से हमारी विदेश नीति बड़ी स्पष्ट थी। उसमें मध्यस्थता, समझौते और तीसरे पक्ष के शामिल होने की बात नहीं होती थी। ऐसे में हमारी अपील है कि सरकार को सर्वदलीय बैठक बुलानी चाहिए। हमारे सैनिकों ने पिछले दिनों जिस ताकत, शौर्य और कार्यकुशलता से पाकिस्तान को मजा चखाने का काम किया है, उस पर हम सभी को नाज और फ़क्र है। : कांग्रेस महासचिव Sachin Pilot जी

इस संशोधन का एक तीसरा पक्ष सांप्रदायिक दुष्प्रचार रोकना भी था। सरदार पटेल जी ने 3 जुलाई 1950 को इस बारे में पंडित नेहरू को विस्तार से पत्र लिख कर संविधान संशोधन को ही समस्या का हल बताया था। सरदार पटेल जी ने अपने पत्र में कहा था कि, “As you say, we have involved ourselves in so many legal and constitutional difficulties that we do not know how to overcome them....My own feeling is that very soon we shall have to sit down and consider constitutional amendments.” इसीलिए मुख्यमंत्रियों को नेहरू जी ने पत्र लिखा था। जिसका जिक्र मोदी जी ने अपने भाषण में तथ्यों को तोड़ मरोड़ कर नेहरूजी को बदनाम करने के लिए किया, जिसके लिए उनको देश से माफी मांगनी चाहिए। इस संशोधन पर खुद बाबा साहेब ने 2 घंटे सदन में इसे defend किया था। मैं पूछना चाहता हूं कि मोदीजी को ऐतराज किस पर है। क्या SC, ST, OBC के आरक्षण पर उनको ऐतराज है या वो गरीब किसानों को जमीन का मालिकाना हक मिलने पर उनके ऐतराज है या उनको सरदार पटेल से नाराजगी है। इसलिए हम कहते हैं कि बीजेपी आरक्षण विरोधी है और इसीलिए वो Caste Census के खिलाफ हैं। देश के स्वाधीनता आंदोलन के बारे में मोदी जी को कुछ भी पता नहीं। ये होता तो सरदार पटेल जी के मुद्दे पर वो इतना बड़ा असत्य नहीं बोलते।

भारतीय लोकतंत्र का आधार निष्पक्ष चुनाव है। डॉ अंबेडकर ने 15 जून 1949 को संविधान सभा में कहा था कि -- “Franchise is a most fundamental things in a democracy. No person who is entitled to be brought into the electoral rolls….should be excluded merely as a result of prejudice….” परन्तु अब सत्ताधारी दल कुर्सी पर बने रहने के लिए अनैतिकता की हद तक जाने को तैयार है। बड़े पैमाने पर चुनाव में गड़बड़ियाँ सामने आ रही हैं। Special Intensive Revision (SIR) के नाम पर खुले आम विरोधी पक्ष के वोटों को काटा जा रहा है। जो जीवित हैं उन्हें मृत बना दिया गया। केंद्रीय चुनाव आयोग की निष्पक्षता इस बात से समझी जा सकती है कि वो यह बताने को तैयार नहीं थे कि किन लोगों के और किस आधार पर वोट काटे जा रहे हैं। हम Supreme Court के आभारी है, जो उन्होंने लोगों की आवाज़ सुनी और चुनाव आयोग को Voter List सार्वजनिक करने को कहा। सबसे आश्चर्यजनक बात ये है कि सत्ताधारी दल को 65 लाख लोगों के वोट कटने पर कोई आपत्ति नहीं है। इस बात से साफ़ जाहिर है कि इस Exercise का फ़ायदा किसे पहुचाने की कोशिश थी। राहुल जी ने आँकड़ों के साथ साबित कर दिया कि किस तरह से लोक सभा सीट पर गड़बड़ी कर उसे जीता गया। अब वैसे ही प्रमाण कई सीटों पर सामने आ रहे है, जहाँ सभी Assembly segment पर काँग्रेस पार्टी को बढ़त मिली परन्तु एक segment पर BJP के बढ़त ने काँग्रेस के उम्मीदवार को हराया। हमें यहीं आशंका महाराष्ट्र विधानसभा चुनाव परिणाम को लेकर भी है। पार्टी बारीकी से ऐसे सीटों का अध्ययन कर रही है। समय आनेपर यह लोगों के सामने पेश किया जाएगा। क्योंकि ये हमारे लिए ही नहीं, दुनिया के सबसे बड़े लोकतंत्र के सामने सबसे बड़ी चुनौती है। मैं काँग्रेस पार्टी के देश भर में मौजूद नेताओं और कार्यकर्ताओं से अपील करता हूँ कि आप अपने बूथ की Voter List निकालिए और उसकी बारीकी से जाँच करिए। देखिए कि कितने लोगों के नाम काटे गए हैं, या उन्हें मृत बता दिया गया है, या साज़िश के तहत उन्हें दूसरे booth में shift कर दिया गया। कितने बाहरी लोगों के नाम जोड़े जा रहे हैं। या एक ही Voter ID Card को एक से अधिक बार कहाँ--कहाँ जोड़ा गया है। एक नई बात देखने को आई है कि चुनाव से एक दिन पहले additional list के नाम पर नई Voter List भेज दी जाती है। जिसकी जाँच समय के अभाव में candidate नहीं कर पाता। यही हमारे विरोधियों की साज़िश है। लेकिन हमें उनकी इस साज़िश का पर्दाफाश करना होगा। कांग्रेस पार्टी ने एक website बनाई है, उसपर आप सारी गड़बड़ियों की जानकारी दे सकते है। इसके अलावा, पूरे देश से लोग ऐसी जानकारी भेज रहे हैं हम उन्हें भी इकट्ठा कर रहे हैं। याद रखिए, ये चुनाव जीतने की लड़ाई नहीं है, ये भारतीय लोकतंत्र को बचाने की लड़ाई है। यह हमारे संविधान को सुरक्षित रखने की लड़ाई है। हम महात्मा गाँधी, पंडित नेहरू, सरदार पटेल, डॉ अंबेडकर, मौलाना आज़ाद, सुभाष चंद्र बोस जैसे नेताओं के सपनों को ऐसे बिखरने नहीं दे सकते। हमें इस लड़ाई को उसी शिद्दत से लड़ना होगा, जिस शिद्दत से हमने आजादी की लड़ाई लड़ी थी। इसी लड़ाई को लड़ने के लिए, राहुल जी आने वाली 17 तारीख़ से बिहार के सासाराम से “वोट अधिकार यात्रा” शुरू करने जा रहे है। आप सभी को मिलकर इसे सफल बनाना है। जय हिन्द 🇮🇳

भारत ने कल स्पष्ट कर दिया था कि पाकिस्तान के साथ मुद्दा सिर्फ़ पाक अधिकृत कश्मीर है और इस पर किसी भी अन्य पक्ष की मध्यस्थता का कोई प्रश्न नहीं उठता। आज अमेरिकी राष्ट्रपति के द्वारा स्पष्ट कर दिए जाने के बाद कि अमेरिका की तरफ़ से मध्यस्थता जैसा कोई कार्य नहीं किया गया अब स्थिति साफ़ है, मगर फिर भी विदेशी हस्तक्षेप का सवाल वो पूछ रहे हैं जिन्होंने विदेश की धरती पर जाकर कहा था इंग्लैण्ड और अमेरिका जो लोकतंत्र के संरक्षक हैं वो भारत में आकर हस्तक्षेप क्यों नहीं कर रहे हैं। Yesterday, external affairs, Ministry of India had made it clear that there is no question of mediation with any other party on the issue of Pakistan occupied Kashmir. today US President has also clarified that he has not done any mediation, but still the question is being asked by those people who have gone abroad and openly said that why the England in America, the defenders of democracy are not going to interfere in the India’s internal matter.

We recently filed a complaint at Safdarjung Police Station seeking registration of an FIR. The night before my mother’s scheduled court hearing at MP MLA Court Rouse Avenue, our car and front gate were set on fire in Green Park. CCTV footage shows an unidentified man outside our gate handling a pistol, attempting to climb over and ultimately burning our swift car and gate. We are three women alone in this house, and these attacks cannot be ignored. I appeal for urgent attention from the authorities. Our safety should not be negotiable. स्मार्ट मीटर का विरोध क्यों ?? किसी भी समाज में जब कोई बदलव होता है तो लोग उसे बहुत ही ज्यादा रेजिस्टेंस के साथ स्वीकार करते हैं, क्योंकि पुराने सिस्टम की आदत कुछ इस कदर लग जाती है की नयी व्यवस्था को अपनाने से हम परहेज करने लगते हैं ..ऐसा ही कुछ इन दिनों गुजरात में बिजली विभाग द्वारा शुरू किये गए प्रीपेड स्मार्ट मीटर्स के साथ भी होते हुए दिखाई दे रहा है विरोध का कारण ये हैं की स्मार्ट मीटर , रेग्युलर मीटर की तुलना में तेज़ चलता है और बिल दुगुना आ रहा है -- सुनकर क्या लगेगा कि सभी मीटर ख़राब हैं और इन स्मार्ट मीटर्स के आने से पूरी व्यवस्था चरमरा जाएगी .. जिस तरह से लोगों के विरोध की reels वायरल हो रही हैं, पहली नज़र में मुझे भी ऐसा ही लगा.. रीजनल न्यूज़ चैनल्स पर देखा तो उसमे भी ज्यादा बिल आने की कहानियाँ पर खबर के पीछे क्या कारण है ये कोई नहीं दिखा रहा था. इसीलिए मैंने खुद ही पुरे मुद्दे की पड़ताल करने का फैसला किया और सभी पक्षों से बातचीत करके उन्हें वेरिफाई करके जो तथ्य सामने आये उनसे स्पष्ट होता है की स्मार्ट मीटर के तेज़ चलने के बारे में सारा प्रचार भ्रांतियों से भरा हुआ है .. इसलिए तथ्यों को सामने रखना बहुत जरुरी है सबसे पहले ये पता चला की लोगों के मन में शंका ना बढे इसके लिए हर 100 मीटर्स के क्लस्टर में रैंडम बेसिस पर 5 पुराने मीटर्स भी लगे होंगे जो की नए प्री-पेड मीटर्स के साथ भी जुड़े होंगे ताकि रीडिंग्स को कम्पेयर किया जा सके.. (मैं यहाँ पर आज सुबह का ही ये वीडियो भी पोस्ट करूँगा जिसमे रीडिंग्स को कम्पेयर भी किया गया है..नतीजा खुद ही देखिएगा) तो फिर ये भ्रान्ति पैदा कहाँ से हुई की ये मीटर तेज़ चल रहे हैं . इसकी सबसे बड़ी वजह ये है की जिन घरों में भी पायलट प्रोजेक्ट के तहत नए मीटर लगाए गए हैं वहां उन घर वालों की सुविधा के लिए पुराने मीटर के यूसेज को उसे वक्त सेटल नहि किया गया और घर वालों की जानकारी में लाने के बाद उस यूसेज चार्ज को 180 दिनों में डिवाइड करके नए मीटर के यूसेज के साथ डेली बेसिस पर जोड़ना शुरू किया गया है .. जिससे लोगों को लगता है की 10 दिन में इतना एक्स्ट्रा पैसा कहा से लग गया . इसके अलावा प्री-पेड मीटर्स में ये व्यवस्था की गयी है की ग्राहक को मोबाइल फोन की जी तरह मीटर पहले से ही चार्ज करवाना होगा और यदि उसका उपयोग प्री-पेड एमाउंट से 300 रूपए ज्यादा भी हो जायेगा तब तक उसकी बिजली नहीं कटेगी .. यानी उतना क्रेडिट उसे मिलेगा.. लेकिन उसके बाद बिजली कट जाएगी और रिचार्ज करवाने पर कनेक्शन ऑटोमैटिकली दोबारा शुरू हो जायेगा.. इन्टरेस्टिंगली 300 रुपये माइनस में जाने के बाद भी बिजली विभाग ग्राहक को 5 दिन का ग्रेस पीरियड दे रहा है अगर उसमे भी रिचार्ज नहीं होता है तब बिजली कटेगी.. अब वडोदरा का वो किस्सा ही ले लीजिये जिसमे एक महिला ये कहते हुए दिख रही है की उसका बिल डबल से भी ज्यादा हो गया .. उसकी हकीकत ये है की महिला ने रिचार्ज एमाउंट यूज़ करने के बाद 300 रुपये की लिमिट भी क्रॉस कर लिए 5 दिन का ग्रेस भी बीत गया उसके बाद तीन दिन की छुट्टी आ गयी (रूल्स के अनुसार छुट्टी के दिन भी बिजली नहीं काटी गयी) बाद में जब बिजली कट गयी तब उसने सब-डिवीज़न ऑफिस में जा कर रिचार्ज करवाणा कनेक्शन शुरू हो गया पर उसके 1500 के रिचार्ज में से 300 रुपये का एक्सेस एमाउंट + 8 दिन ( जिसमे लिमिट क्रॉस करने के बावजूद बिजली नहीं काटी गयी) का एक्सेस यूसेज चार्ज तुरंत कट गया .. अब जानकारी के आभाव में उसे लगा उसका बिल ज्यादा आ रहा है .. पर बाद में जब उसे असली वजह के बारे में बताया गया तो उसका कन्फ्यूज़न दूर हो गया पर तन तक खबर इतनी वायरल हो गयी की दूसरे जिलों से भी लोगों को लगने लगा की उनका मीटर भी तेज़ चल रहा है .. This is called fear of unknown और जब भी कोई नया सिस्टम इंट्रोड्यूस होता है उसको लेकर संशय बना रहता है.. मुझे लगता है सरकार को इसके बारे में और ज्यादा अवेयरनेस फ़ैलाने की जरुरत है क्योंकि सिस्टम सचमुच में उपयोगी है क्योंकि 1. इससे बिजली के उपयोग की रियाल टाइम जानकारी हमें मिलेगी .. हम उसे कंट्रोल भी कर पाएंगे 2. ⁠सरकार के लेवल पर डिस्ट्रीब्यूशन लॉसेस भी कम होंगे 3. ⁠विभाग के हाथ में पैसा होगा तो सर्विसेज़ भी और बेहतर होगी बिहार, आसाम और आंध्रप्रदेश जैसे राज्यों में ये सिस्टम सक्सेसफुली इम्प्लीमेंट हुआ है .. नॉएडा की का बड़ी कप्लोनीज़ में ये सिस्टम सक्सेसफुली चल रहा है तो गुजरात में क्यों नहीं .. वैसे बता दूँ की गुजरात के सूरत में इस सिस्टम को सबसे अच्छा रिस्पॉन्स मिल रहा है वहां सबसे पहले ये मीटर GEB की कॉलोनी में ही लगाए गए और बाद में सूरत के पाल इलाके में जहाँ लोग जानकारी को जल्दी स्वीकार कर पाए India TV Bhupendra Patel

स्मार्ट मीटर का विरोध क्यों ?? किसी भी समाज में जब कोई बदलव होता है तो लोग उसे बहुत ही ज्यादा रेजिस्टेंस के साथ स्वीकार करते हैं, क्योंकि पुराने सिस्टम की आदत कुछ इस कदर लग जाती है की नयी व्यवस्था को अपनाने से हम परहेज करने लगते हैं ..ऐसा ही कुछ इन दिनों गुजरात में बिजली विभाग द्वारा शुरू किये गए प्रीपेड स्मार्ट मीटर्स के साथ भी होते हुए दिखाई दे रहा है विरोध का कारण ये हैं की स्मार्ट मीटर , रेग्युलर मीटर की तुलना में तेज़ चलता है और बिल दुगुना आ रहा है -- सुनकर क्या लगेगा कि सभी मीटर ख़राब हैं और इन स्मार्ट मीटर्स के आने से पूरी व्यवस्था चरमरा जाएगी .. जिस तरह से लोगों के विरोध की reels वायरल हो रही हैं, पहली नज़र में मुझे भी ऐसा ही लगा.. रीजनल न्यूज़ चैनल्स पर देखा तो उसमे भी ज्यादा बिल आने की कहानियाँ पर खबर के पीछे क्या कारण है ये कोई नहीं दिखा रहा था. इसीलिए मैंने खुद ही पुरे मुद्दे की पड़ताल करने का फैसला किया और सभी पक्षों से बातचीत करके उन्हें वेरिफाई करके जो तथ्य सामने आये उनसे स्पष्ट होता है की स्मार्ट मीटर के तेज़ चलने के बारे में सारा प्रचार भ्रांतियों से भरा हुआ है .. इसलिए तथ्यों को सामने रखना बहुत जरुरी है सबसे पहले ये पता चला की लोगों के मन में शंका ना बढे इसके लिए हर 100 मीटर्स के क्लस्टर में रैंडम बेसिस पर 5 पुराने मीटर्स भी लगे होंगे जो की नए प्री-पेड मीटर्स के साथ भी जुड़े होंगे ताकि रीडिंग्स को कम्पेयर किया जा सके.. (मैं यहाँ पर आज सुबह का ही ये वीडियो भी पोस्ट करूँगा जिसमे रीडिंग्स को कम्पेयर भी किया गया है..नतीजा खुद ही देखिएगा) तो फिर ये भ्रान्ति पैदा कहाँ से हुई की ये मीटर तेज़ चल रहे हैं . इसकी सबसे बड़ी वजह ये है की जिन घरों में भी पायलट प्रोजेक्ट के तहत नए मीटर लगाए गए हैं वहां उन घर वालों की सुविधा के लिए पुराने मीटर के यूसेज को उसे वक्त सेटल नहि किया गया और घर वालों की जानकारी में लाने के बाद उस यूसेज चार्ज को 180 दिनों में डिवाइड करके नए मीटर के यूसेज के साथ डेली बेसिस पर जोड़ना शुरू किया गया है .. जिससे लोगों को लगता है की 10 दिन में इतना एक्स्ट्रा पैसा कहा से लग गया . इसके अलावा प्री-पेड मीटर्स में ये व्यवस्था की गयी है की ग्राहक को मोबाइल फोन की जी तरह मीटर पहले से ही चार्ज करवाना होगा और यदि उसका उपयोग प्री-पेड एमाउंट से 300 रूपए ज्यादा भी हो जायेगा तब तक उसकी बिजली नहीं कटेगी .. यानी उतना क्रेडिट उसे मिलेगा.. लेकिन उसके बाद बिजली कट जाएगी और रिचार्ज करवाने पर कनेक्शन ऑटोमैटिकली दोबारा शुरू हो जायेगा.. इन्टरेस्टिंगली 300 रुपये माइनस में जाने के बाद भी बिजली विभाग ग्राहक को 5 दिन का ग्रेस पीरियड दे रहा है अगर उसमे भी रिचार्ज नहीं होता है तब बिजली कटेगी.. अब वडोदरा का वो किस्सा ही ले लीजिये जिसमे एक महिला ये कहते हुए दिख रही है की उसका बिल डबल से भी ज्यादा हो गया .. उसकी हकीकत ये है की महिला ने रिचार्ज एमाउंट यूज़ करने के बाद 300 रुपये की लिमिट भी क्रॉस कर लिए 5 दिन का ग्रेस भी बीत गया उसके बाद तीन दिन की छुट्टी आ गयी (रूल्स के अनुसार छुट्टी के दिन भी बिजली नहीं काटी गयी) बाद में जब बिजली कट गयी तब उसने सब-डिवीज़न ऑफिस में जा कर रिचार्ज करवाणा कनेक्शन शुरू हो गया पर उसके 1500 के रिचार्ज में से 300 रुपये का एक्सेस एमाउंट + 8 दिन ( जिसमे लिमिट क्रॉस करने के बावजूद बिजली नहीं काटी गयी) का एक्सेस यूसेज चार्ज तुरंत कट गया .. अब जानकारी के आभाव में उसे लगा उसका बिल ज्यादा आ रहा है .. पर बाद में जब उसे असली वजह के बारे में बताया गया तो उसका कन्फ्यूज़न दूर हो गया पर तन तक खबर इतनी वायरल हो गयी की दूसरे जिलों से भी लोगों को लगने लगा की उनका मीटर भी तेज़ चल रहा है .. "जब अभिजीत दिपके ने कहा, मुझे पीटो तो हम रोने लगे.. मैंने कहा मुझे भी पिटना चाहिए.. मेरे शरीर की मांसपेशियां मेरी आत्मा से लड़ने लग गईं.. कैसे खड़े हो!! कैसे बैठे हो झुग्गी के अंदर.. चलो यार, पिटाई खाएंगे दिल्ली पुलिस की.. मैं जंतर-मंतर भागा.." जंतर-मंतर पर युवाओं का आंदोलन भले खत्म हो गया हो लेकिन उसके निशान हमेशा जिंदा रहेंगे.. और दिल्ली की झुग्गी-झोपड़ी में रहने वाले मोहम्मद इरफान की ये बातें युवाओं के दिल और दिमाग में हमेशा गूंजती रहेंगी.. मोहम्मद इरफान बता रहा है कि वो स्कूल नहीं गया.. पढ़ाई नहीं की.. जो कुछ सीखा इसी समाज से सीखा है.. इरफान की बातें बड़ी गहरी हैं.. भीतर तक चोट करती हैं.. सोचने को मजबूर करती हैं.. इरफान कह रहा है, नये-नवेले कमिश्नर आए हैं.. बड़े जोश में हैं.. बहुत बड़ी व्यवस्था और ताकत और धन बल है, मारेंगे.. चलो मार खाएंगे.. ये लोकतंत्र का रास्ता नहीं है.. लोकतंत्र में संवाद होना चाहिए.. कोई आपसे सहमत हो या न हो!! दोनों के लिए.. चलिए बात करते हैं.. कुछ गलतफहमी है तो उसे दूर करते हैं.. इसमें कोई बुराई नहीं है लेकिन किसी को अपमानित करना!! आये, उठाया, कपड़ा ढका.. ले गए.. और मीडिया ने खबर चला दी, वांगचुक को उठा लिया.. आतंकवादी था!! बदमाश था!! गुंडा था!! बदमाश था!! क्या था?? इस देश का महान पर्यावरण एक्टिविस्ट था.. शिक्षाविद था.. सम्मानित नागरिक था.. कितने आविष्कार किया भारतीय सेना के लिए, देश के लिए, महान साइंटिस्ट था.. उठा लिया.. उठा लिया.. उठा लिया.. जिस आंदोलन से, तमाम आंदोलन से हमारी आत्मा जुड़ जाती है.. हम जन संघर्ष से पैदा हुए लोग हैं.. स्कूल और किताबों का ज्ञान नहीं है हमारे पास.. जो बोल रहे हैं, वो जीवन से जुड़ा हुआ है.. आत्मा रो पड़ी जब हम उस लाइन को पढ़ते हैं.. पीपल आफ इंडिया.. हम भारत के लोग.. भारत को संपन्न, प्रभुत्वसंपन्न समाज, धर्मनिरपेक्ष राज्य बनाने के लिए सदा......... इरफान की बातें काफी लंबी हैं लेकिन इतना जरूर है जंतर-मंतर पर युवाओं के प्रोटेस्ट ने देश को जेनज़ी की खुली सोच से रूबरू कराया है.. "When Abhijeet Dipke said, 'Beat me,' I started crying. I said, 'I should be beaten too.' My muscles started fighting my soul. How are you standing? How are you sitting inside this slum? Come on, friend, let the Delhi Police beat you up. I ran to Jantar Mantar." The youth protest at Jantar Mantar may have ended, but its scars will live on forever. And these words of Mohammad Irfan, a Delhi slum dweller, will forever resonate in the hearts and minds of the youth. Mohammad Irfan is telling that he did not go to school, did not study, whatever he learned, he learned from this society. Irfan's words are very deep, they hurt deeply, they force one to think. Irfan is saying, the new commissioner has come.. he is very enthusiastic.. he has a huge system and power and financial strength, they will kill.. let's get killed.. this is not the way of democracy.. there should be dialogue in democracy.. whether someone agrees with you or not!! for both.. let's talk.. if there is some misunderstanding then let's clear it.. there is nothing wrong in it but insulting someone!! they came, picked him up, covered him with a cloth.. took him away.. and the media ran the news, Wangchuk was picked up.. he was a terrorist!! he was a scoundrel!! he was a goon!! he was a scoundrel!! what was he?? He was a great environmental activist of this country.. he was an educationist.. he was a respected citizen.. he made so many inventions for the Indian Army, for the country, he was a great scientist.. he took it up.. he took it up.. he took it up.. our soul gets connected to the movement, to all the movements.. we are people born out of the people's struggle.. we do not have the knowledge of school and books.. what he is saying is connected to life.. the soul cried when we read that line.. People of India.. we the people of India.. always to make India a prosperous, sovereign society, a secular state......... If a leader like Indira Gandhi were alive today, she would have banned a party like the BJP: If the country has to be saved, if the nation's democracy has to be saved, then I must say that the dangerous atmosphere prevailing in the country today is unlike anything I have seen in my 50 years of political life. All of you senior people sitting here would agree with this. I am saying with full responsibility that the atmosphere today is extremely dangerous. If the country still does not wake up, then the people of this country themselves will suffer the consequences later. Our younger generation will have no future left, and the situation will become extremely serious. That is why the responsibility of the younger generation is the greatest today, because history will not forgive them either. Tomorrow they will be asked what they were doing as young people when all this was happening in the country. The Congress is the party of Mahatma Gandhi, Pandit Nehru, Sardar Patel, Maulana Abul Kalam Azad and Babasaheb Ambedkar's era. It is because of the Constitution framed by them that the country is functioning today. Indira Gandhi laid down her life, but did not allow Khalistan to be created. Rajiv Gandhi was martyred because he wanted to establish peace across the entire subcontinent, including Sri Lanka. He gave his life, but kept the country united and intact. But what is the thinking of the people in power today? Their thinking is weakening the country. They are deliberately carrying out religious polarisation. There are 403 Assembly seats in Uttar Pradesh, but you do not give even a single seat to a Muslim candidate, and yet call yourselves a national political party! At least you could have given five seats just to show the people of the country. But you want to project that 'we are a purely Hindutva party.' Poor Mukhtar Abbas Naqvi defended the BJP so effectively for such a long time; Shahnawaz Hussain was a minister, but today you have made all of them sit at home. Those whose thinking is simply to provoke Hindutva supporters and rule ,if a towering leader like Indira Gandhi were alive today, she would have imposed a ban on a party like the BJP. Will you run a party solely on the agenda of Hindutva? Do you want to do politics only in the name of Hindus? What is written in our Constitution? The Constitution on which you took your oath speaks of respecting all religions, all castes and all sections of society. You cannot do politics in the name of religion, but today this is happening openly. I remember that when Bhairon Singh Shekhawat contested an election from Bali, a few words regarding the Ram Temple slipped out of his mouth. He won the election and later became Chief Minister, but someone filed a case against him in the High Court. The case was so serious that he could have lost his Assembly membership. Later, he stopped the main witness on a bus during the journey, explained things to him with police assistance, or did whatever was done, and only then was he able to get out of trouble. What I want to say is that there was a time when even merely invoking religion during an election was prohibited; you could not bring religion into it. And look at the present times, when even the role of the Election Commission is being questioned. Today, people are being openly incited in the name of religion across the country. Now neither does anyone speak about this misuse of religion, nor is anyone approaching the courts over it. Everyone has seen that the country's system and thinking have changed. (18-08-2005) मनरेगा कानून जब संसद से पास किया गया, उस वक्त श्रीमती सोनिया गांधी जी का लोकसभा में दिया गया वक्तव्य - मैं 'नेशनल रूरल एंप्लॉयमेंट गारंटी बिल' का समर्थन करने के लिए खड़ी हुई हूं। मैं समझती हूं कि ये एक ऐतिहासिक अवसर है। आज हम 2004 के कांग्रेस पार्टी के घोषणा पत्र का सबसे महत्वपूर्ण वादा पूरा कर रहे हैं। आज हम अपनी UPA सरकार के नेशनल कॉमन मिनिमम प्रोग्राम का सबसे महत्वपूर्ण संकल्प पूरा कर रहे हैं। जो लोग देश के ग्रामीण इलाकों में रहते हैं या फिर उन क्षेत्रों का दौरा करते हैं, उन्हें अच्छी तरह से मालूम है कि वहां ऐसे लोगों की कितनी बड़ी संख्या है, जिन्हें रोजगार की जरूरत है और वे सार्थक काम की खोज में किस तरह से भटक रहे हैं। इंफ्रास्ट्रक्चर की कितनी कमी है और वह कमी बिल्कुल साफ दिखाई देती है। नेशनल रूरल एंप्लॉयमेंट गारंटी के इस महत्वपूर्ण विधेयक के जरिए हम इन दोनों मुद्दों का समाधान खोज रहे हैं और अपने गांव में एक बुनियादी परिवर्तन लाने की कोशिश कर रहे हैं, क्योंकि हमें एहसास है कि हमारे दो-तिहाई भाई-बहन उन्हीं गांवों में रहते हैं। इस विधेयक के जरिए हम उन्हें उनका अधिकार और उनका जायज हक देने की शुरूआत कर रहे हैं, जिससे वे भविष्य में एक बेहतर जिंदगी जी सकें। हमने नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम के मौजूदा स्वरूप पर पहली बार 2002 में गुवाहाटी में मुख्यमंत्रियों के सम्मेलन में विचार विमर्श किया था। इसके बाद माउंट आबू और श्रीनगर के सम्मेलन में इस पर चर्चा हुई थी। हम सब ने महसूस किया कि रोजगार की सुरक्षा देना और ग्रामीण इलाकों में मूलभूत ढांचे को बढ़ाना बहुत ही अनिवार्य है। इस तरह से ऐसा विधेयक हमारी पार्टी के 2004 के घोषणा पत्र का एक केंद्रीय मुद्दा बना। 1970 के दशक में जब महाराष्ट्र में सूखे का संकट आया था, तब उस समय मुख्यमंत्री श्री वसंतराव नाइक जी ने इंदिरा जी के समर्थन से महाराष्ट्र में एक एंप्लॉयमेंट गारंटी स्कीम को लागू किया था। आने वाले वर्षों में इस योजना को राष्ट्रीय स्तर पर लागू करने का प्रयास हुआ, लेकिन किसी न किसी वजह से यह संभव नहीं हो सका। मुझे याद है कि 1980 में इंदिरा जी ने एक रूरल लैंडलेस एंप्लॉयमेंट गारंटी प्रोग्राम शुरू किया था। 1987 में राजीव गांधी ने जवाहर रोजगार योजना का आरंभ किया था और फिर 1993 में जब डॉ. मनमोहन सिंह जी, श्री पीवी नरसिम्हा राव के मंत्रिमंडल में वित्त मंत्री थे, उस समय 120 पिछड़े जिलों में एंप्लॉयमेंट एश्योरेंस स्कीम शुरू हुई। इन सारे कार्यक्रमों में बुनियादी सिद्धांत रोजगार की एग्जीक्यूटिव गारंटी तक सीमित था, लेकिन हमारा नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम की तरह लीगल गारंटी के सिद्धांत पर आधारित है, यानी यह कानून की तरह लागू होगा। यह बिल सामाजिक कार्यकर्ताओं, स्वयंसेवी संस्थाओं, अनुभवी प्रशासकों और खुद ग्रामीण इलाकों में रहने वाले लोगों के साथ व्यापक विचार विमर्श के बाद तैयार हुआ है। स्टैंडिंग कमेटी और अन्य मंत्रालय ने भी इस पर गंभीरता से विचार किया है, वहीं इस पर बारीकी से पब्लिक डिबेट भी हुई थी। राजनीतिक भेदभाव के बगैर समाज और सरकार के बीच आपस में किस तरह सहयोग के साथ काम हो सकता है, मैं समझती हूं कि यह विधेयक उसकी जीवंत मिसाल है। इसे सदन में पेश होने में 14 महीने लगे, लेकिन मैं समझती हूं कि इस समय का पूरा और सही इस्तेमाल हुआ है। एक तरह से नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम की शुरुआत के तौर पर UPA सरकार ने काम के बदले अनाज का राष्ट्रीय कार्यक्रम देश के 150 सबसे पिछड़े जिलों में लागू किया था। काम के बदले अनाज के कार्यक्रम की चर्चा करते हुए, मैं सदन को यह याद दिलाए बगैर नहीं रह सकती कि आज से 3 साल पहले हमारा अनाज का भंडार 60 मिलियन टन से भी ज्यादा था और उस समय अनेक राज्य खासतौर से वे राज्य जहां कांग्रेस की सरकार थी लगातार सूखे की मार झेल रहे थे। उस समय हमारी पार्टी ने NDA सरकार से बार-बार आग्रह किया था कि नेशनल एंप्लॉयमेंट गारंटी स्कीम के वादे के तौर पर देश में काम के बदले अनाज कार्यक्रम शुरू किया जाए, जिससे लाखों लोगों की जिंदगी बचाई जा सके। हमारे गोदाम अनाज से भरे हुए थे, मगर लोग भूख से बेहाल थे। NDA सरकार ने लगातार आग्रह को अनसुना कर दिया। इसलिए आज हम सबको, इस बात का गर्व है, बहुत संतोष है कि इस विधेयक के जरिए हम उन करोड़ों लोगों की मदद करने की कोशिश कर रहे हैं, जिन्हें उनकी सचमुच जरूरत है। महोदय, मैं बहुत संक्षेप में महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम के कुछ फायदे गिनाना चाहती हूं। इसके लागू होने से खेत-मजदूर को ज्यादा वेतन मिला और उनकी जिंदगी में खास तौर से महिलाओं की जिंदगी में काफी सुधार हुआ। कुछ आंकड़े बताते हैं कि वहां एंप्लॉयमेंट गारंटी स्कीम में काम करने वाले लोगों में 40% से 50% तक महिलाएं हैं। जहां सिंचाई के साधन नहीं हैं, वहां भी उत्पादन बढ़ा है और एक बात की जानकारी शायद काफी लोगों को नहीं है कि 1990 के दशक में इस एंप्लॉयमेंट गारंटी स्कीम के जरिए करीब 10 लाख हेक्टेयर जमीन को बागवानी के लायक बनाया गया था। There are numerous significant features in this Bill, but to my mind there are three vital ones which I would like to highlight. First, elected panchayat institutions have been given a pivotal role. This programme would therefore lead to the financial and administrative empowerment of panchayat bodies as well. Second, the Bill goes beyond traditional civil works. It includes watershed development, renovation of water bodies, desilting of tanks, afforestation, and wasteland restoration. And for the first time, irrigation works can be taken up on lands owned by members of the Scheduled Castes and Scheduled Tribes. Also, women labourers will be given priority. Third, the Bill clearly prohibits—and I think this is a very important aspect—it clearly prohibits the engagement of contractors for the execution of works. Now, apart from these significant features, the most important thing to keep in mind is that this Act is coming into force against the background of the UPA Right to Information Act, passed in this House three months ago. This is an Act far more progressive than the previous one. The new Right to Information Act will therefore enable social audits and greater public scrutiny of the programme. It will ensure greater accountability of panchayat bodies and district administrations as well. For example, muster rolls will no longer be kept secret, and budgets and works will have to be made public. All this together will ensure that only those who really need work will be employed, and only those schemes required by the community will be taken up. Employment guarantee programmes are no substitute for sustained economic growth. We see economic growth and employment guarantee programmes going hand in hand. We also do not see, as some do, such programmes as handouts, as dole, or as populist giveaways. We see this Act as the human face of economic reforms, making the process of economic growth more inclusive and more equitable. This Act is part of the Congress Party and UPA agenda for social transformation. It is part of an agenda which, in the last 14 months, has seen unprecedented increases in public expenditure on elementary education, mid-day meals, public health, and women and child development. It is an agenda to which all of us in the UPA are firmly committed. Our country is full of success stories which inspire us, but there is still widespread destitution which pains us and challenges us. Our country has touched great heights of endeavour, which we of course acclaim, yet there is still vast deprivation which we must all strive to eliminate. We all know only too well how inequitable, how unjust the lives of the poor are, especially when we compare them to the excesses and waste that we see all around us these days. This National Rural Employment Guarantee Act is a response to the needs of crores of Indians, whose right it is to a better life for themselves and for their children. A time will come—and I hope not too far in the future—when there will be no need for such extensive programmes. But until such a time, I believe we cannot just sit idly by and hope that economic reforms alone will create adequate employment opportunities in rural India. I would like to say a few words on the financial implications of this legislation, because there have been some critical comments. I believe that an economy which is growing at 7 per cent per year can and should find the resources for such a crucial intervention. While it is for the Central Government to find the bulk of the resources, the States too have a key—indeed, a critical—role to play in its monitoring and implementation. I also feel that we must use this momentous occasion to effect fundamental changes in government expenditure to better support larger social goals. We need to consolidate many schemes and programmes. We now have an opportunity to use the employment guarantee, for instance, for irrigation and rural roads, which are very much part of the UPA Government’s Bharat Nirman programme. As someone who has implicit faith in this Bill, I also acknowledge that there has been some cynicism and concern about it. These doubts, I feel, cannot simply be dismissed; they have to be addressed. Let us be frank with ourselves. Our programmes do not always work out the way they are planned or intended to. The benefits do not always reach the poor. Delivery systems often claim too large a share of the outlays. While the Central and State Governments must bring about innovations in delivery systems, political parties cutting across party lines—all of us—must play a more proactive role in monitoring and mobilisation. Above all, I believe we need to rid ourselves of the 'Sab Chalta Hai' attitude. Before I conclude, I want to personally thank our Prime Minister, under whose leadership this Bill is being introduced. For his steadfast support to it and to its objectives, he has had to balance various considerations. But in standing firmly behind this Bill, he is standing up for crores and crores of our people whose lives depend on its success. We are today passing a truly radical law—a law with far-reaching and profound consequences. But the real challenge begins now: in making sure that the legislation works in the manner it is meant to, in a manner that will tangibly impact the lives of our brothers and sisters in rural India. To this, I am personally committed. To this, the Congress Party is committed. To this, the UPA Government is committed.

(18-08-2005) मनरेगा कानून जब संसद से पास किया गया, उस वक्त श्रीमती सोनिया गांधी जी का लोकसभा में दिया गया वक्तव्य - मैं 'नेशनल रूरल एंप्लॉयमेंट गारंटी बिल' का समर्थन करने के लिए खड़ी हुई हूं। मैं समझती हूं कि ये एक ऐतिहासिक अवसर है। आज हम 2004 के कांग्रेस पार्टी के घोषणा पत्र का सबसे महत्वपूर्ण वादा पूरा कर रहे हैं। आज हम अपनी UPA सरकार के नेशनल कॉमन मिनिमम प्रोग्राम का सबसे महत्वपूर्ण संकल्प पूरा कर रहे हैं। जो लोग देश के ग्रामीण इलाकों में रहते हैं या फिर उन क्षेत्रों का दौरा करते हैं, उन्हें अच्छी तरह से मालूम है कि वहां ऐसे लोगों की कितनी बड़ी संख्या है, जिन्हें रोजगार की जरूरत है और वे सार्थक काम की खोज में किस तरह से भटक रहे हैं। इंफ्रास्ट्रक्चर की कितनी कमी है और वह कमी बिल्कुल साफ दिखाई देती है। नेशनल रूरल एंप्लॉयमेंट गारंटी के इस महत्वपूर्ण विधेयक के जरिए हम इन दोनों मुद्दों का समाधान खोज रहे हैं और अपने गांव में एक बुनियादी परिवर्तन लाने की कोशिश कर रहे हैं, क्योंकि हमें एहसास है कि हमारे दो-तिहाई भाई-बहन उन्हीं गांवों में रहते हैं। इस विधेयक के जरिए हम उन्हें उनका अधिकार और उनका जायज हक देने की शुरूआत कर रहे हैं, जिससे वे भविष्य में एक बेहतर जिंदगी जी सकें। हमने नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम के मौजूदा स्वरूप पर पहली बार 2002 में गुवाहाटी में मुख्यमंत्रियों के सम्मेलन में विचार विमर्श किया था। इसके बाद माउंट आबू और श्रीनगर के सम्मेलन में इस पर चर्चा हुई थी। हम सब ने महसूस किया कि रोजगार की सुरक्षा देना और ग्रामीण इलाकों में मूलभूत ढांचे को बढ़ाना बहुत ही अनिवार्य है। इस तरह से ऐसा विधेयक हमारी पार्टी के 2004 के घोषणा पत्र का एक केंद्रीय मुद्दा बना। 1970 के दशक में जब महाराष्ट्र में सूखे का संकट आया था, तब उस समय मुख्यमंत्री श्री वसंतराव नाइक जी ने इंदिरा जी के समर्थन से महाराष्ट्र में एक एंप्लॉयमेंट गारंटी स्कीम को लागू किया था। आने वाले वर्षों में इस योजना को राष्ट्रीय स्तर पर लागू करने का प्रयास हुआ, लेकिन किसी न किसी वजह से यह संभव नहीं हो सका। मुझे याद है कि 1980 में इंदिरा जी ने एक रूरल लैंडलेस एंप्लॉयमेंट गारंटी प्रोग्राम शुरू किया था। 1987 में राजीव गांधी ने जवाहर रोजगार योजना का आरंभ किया था और फिर 1993 में जब डॉ. मनमोहन सिंह जी, श्री पीवी नरसिम्हा राव के मंत्रिमंडल में वित्त मंत्री थे, उस समय 120 पिछड़े जिलों में एंप्लॉयमेंट एश्योरेंस स्कीम शुरू हुई। इन सारे कार्यक्रमों में बुनियादी सिद्धांत रोजगार की एग्जीक्यूटिव गारंटी तक सीमित था, लेकिन हमारा नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम की तरह लीगल गारंटी के सिद्धांत पर आधारित है, यानी यह कानून की तरह लागू होगा। यह बिल सामाजिक कार्यकर्ताओं, स्वयंसेवी संस्थाओं, अनुभवी प्रशासकों और खुद ग्रामीण इलाकों में रहने वाले लोगों के साथ व्यापक विचार विमर्श के बाद तैयार हुआ है। स्टैंडिंग कमेटी और अन्य मंत्रालय ने भी इस पर गंभीरता से विचार किया है, वहीं इस पर बारीकी से पब्लिक डिबेट भी हुई थी। राजनीतिक भेदभाव के बगैर समाज और सरकार के बीच आपस में किस तरह सहयोग के साथ काम हो सकता है, मैं समझती हूं कि यह विधेयक उसकी जीवंत मिसाल है। इसे सदन में पेश होने में 14 महीने लगे, लेकिन मैं समझती हूं कि इस समय का पूरा और सही इस्तेमाल हुआ है। एक तरह से नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम की शुरुआत के तौर पर UPA सरकार ने काम के बदले अनाज का राष्ट्रीय कार्यक्रम देश के 150 सबसे पिछड़े जिलों में लागू किया था। काम के बदले अनाज के कार्यक्रम की चर्चा करते हुए, मैं सदन को यह याद दिलाए बगैर नहीं रह सकती कि आज से 3 साल पहले हमारा अनाज का भंडार 60 मिलियन टन से भी ज्यादा था और उस समय अनेक राज्य खासतौर से वे राज्य जहां कांग्रेस की सरकार थी लगातार सूखे की मार झेल रहे थे। उस समय हमारी पार्टी ने NDA सरकार से बार-बार आग्रह किया था कि नेशनल एंप्लॉयमेंट गारंटी स्कीम के वादे के तौर पर देश में काम के बदले अनाज कार्यक्रम शुरू किया जाए, जिससे लाखों लोगों की जिंदगी बचाई जा सके। हमारे गोदाम अनाज से भरे हुए थे, मगर लोग भूख से बेहाल थे। NDA सरकार ने लगातार आग्रह को अनसुना कर दिया। इसलिए आज हम सबको, इस बात का गर्व है, बहुत संतोष है कि इस विधेयक के जरिए हम उन करोड़ों लोगों की मदद करने की कोशिश कर रहे हैं, जिन्हें उनकी सचमुच जरूरत है। महोदय, मैं बहुत संक्षेप में महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम के कुछ फायदे गिनाना चाहती हूं। इसके लागू होने से खेत-मजदूर को ज्यादा वेतन मिला और उनकी जिंदगी में खास तौर से महिलाओं की जिंदगी में काफी सुधार हुआ। कुछ आंकड़े बताते हैं कि वहां एंप्लॉयमेंट गारंटी स्कीम में काम करने वाले लोगों में 40% से 50% तक महिलाएं हैं। जहां सिंचाई के साधन नहीं हैं, वहां भी उत्पादन बढ़ा है और एक बात की जानकारी शायद काफी लोगों को नहीं है कि 1990 के दशक में इस एंप्लॉयमेंट गारंटी स्कीम के जरिए करीब 10 लाख हेक्टेयर जमीन को बागवानी के लायक बनाया गया था। There are numerous significant features in this Bill, but to my mind there are three vital ones which I would like to highlight. First, elected panchayat institutions have been given a pivotal role. This programme would therefore lead to the financial and administrative empowerment of panchayat bodies as well. Second, the Bill goes beyond traditional civil works. It includes watershed development, renovation of water bodies, desilting of tanks, afforestation, and wasteland restoration. And for the first time, irrigation works can be taken up on lands owned by members of the Scheduled Castes and Scheduled Tribes. Also, women labourers will be given priority. Third, the Bill clearly prohibits—and I think this is a very important aspect—it clearly prohibits the engagement of contractors for the execution of works. Now, apart from these significant features, the most important thing to keep in mind is that this Act is coming into force against the background of the UPA Right to Information Act, passed in this House three months ago. This is an Act far more progressive than the previous one. The new Right to Information Act will therefore enable social audits and greater public scrutiny of the programme. It will ensure greater accountability of panchayat bodies and district administrations as well. For example, muster rolls will no longer be kept secret, and budgets and works will have to be made public. All this together will ensure that only those who really need work will be employed, and only those schemes required by the community will be taken up. Employment guarantee programmes are no substitute for sustained economic growth. We see economic growth and employment guarantee programmes going hand in hand. We also do not see, as some do, such programmes as handouts, as dole, or as populist giveaways. We see this Act as the human face of economic reforms, making the process of economic growth more inclusive and more equitable. This Act is part of the Congress Party and UPA agenda for social transformation. It is part of an agenda which, in the last 14 months, has seen unprecedented increases in public expenditure on elementary education, mid-day meals, public health, and women and child development. It is an agenda to which all of us in the UPA are firmly committed. Our country is full of success stories which inspire us, but there is still widespread destitution which pains us and challenges us. Our country has touched great heights of endeavour, which we of course acclaim, yet there is still vast deprivation which we must all strive to eliminate. We all know only too well how inequitable, how unjust the lives of the poor are, especially when we compare them to the excesses and waste that we see all around us these days. This National Rural Employment Guarantee Act is a response to the needs of crores of Indians, whose right it is to a better life for themselves and for their children. A time will come—and I hope not too far in the future—when there will be no need for such extensive programmes. But until such a time, I believe we cannot just sit idly by and hope that economic reforms alone will create adequate employment opportunities in rural India. I would like to say a few words on the financial implications of this legislation, because there have been some critical comments. I believe that an economy which is growing at 7 per cent per year can and should find the resources for such a crucial intervention. While it is for the Central Government to find the bulk of the resources, the States too have a key—indeed, a critical—role to play in its monitoring and implementation. I also feel that we must use this momentous occasion to effect fundamental changes in government expenditure to better support larger social goals. We need to consolidate many schemes and programmes. We now have an opportunity to use the employment guarantee, for instance, for irrigation and rural roads, which are very much part of the UPA Government’s Bharat Nirman programme. As someone who has implicit faith in this Bill, I also acknowledge that there has been some cynicism and concern about it. These doubts, I feel, cannot simply be dismissed; they have to be addressed. Let us be frank with ourselves. Our programmes do not always work out the way they are planned or intended to. The benefits do not always reach the poor. Delivery systems often claim too large a share of the outlays. While the Central and State Governments must bring about innovations in delivery systems, political parties cutting across party lines—all of us—must play a more proactive role in monitoring and mobilisation. Above all, I believe we need to rid ourselves of the 'Sab Chalta Hai' attitude. Before I conclude, I want to personally thank our Prime Minister, under whose leadership this Bill is being introduced. For his steadfast support to it and to its objectives, he has had to balance various considerations. But in standing firmly behind this Bill, he is standing up for crores and crores of our people whose lives depend on its success. We are today passing a truly radical law—a law with far-reaching and profound consequences. But the real challenge begins now: in making sure that the legislation works in the manner it is meant to, in a manner that will tangibly impact the lives of our brothers and sisters in rural India. To this, I am personally committed. To this, the Congress Party is committed. To this, the UPA Government is committed.
