The early Roman calendar's first month was April, that is why it was so. Later it changed to January, it is also the origin of April fool day. Although it could be debatable why it was April only. Most lunar calendars start from March April.

That's some logic.. month with 28 day should ideally be last not the second month. Not sure if there is any explanation to 2nd month being of 28 days.
