One question I have is when you rough draft and shade do you use color brushes usually or is it just monochromatic brushes? Since your final outline of the characters is one color

sometimes I do color rough right after the 2-tones shading (step 2) but most of the time I just jump straight to applying proper base color layers and render them right away
