「武汉市民抗议危废实验室落户 公安镇压致多人被捕(2026.06.12)」2026年6月12日,湖北省武汉市武昌区数百名市民走上街头,抗议当局在人口密集住宅区兴建一座危险废物处理实验室。抗议活动从白天持续至夜间,多名市民在公安清场行动中遭到抓捕。 涉事项目全称为"华中区域危险废物环境风险防控技术中心",系中国"十四五"规划重大工程项目,由湖北省生态环境科学研究院负责建设。根据项目《建设项目环境影响报告》,该中心将开展危险废物鉴别、理化检测、样品贮存、毒理实验等约30,000批次作业,涉及腐蚀性、浸出毒性、易燃性、反应性物质及新污染物筛查。建筑第八层设有辐射分析室,实验废气排放物包含甲苯、甲醇、二氯甲烷、三氯甲烷、甲醛、氯化氢、氟化氢及氮氧化物等有害物质。 令周边市民愤慨的是,该项目选址位于武汉一环核心地带,紧邻公正路沿线多个住宅小区。据环评报告数据,最近的住宅小区"壹号院二期"距项目仅27米,另有12个小区处于500米范围以内,涉及市民数以万计。湖北省图书馆亦距项目仅数百米之遥。 市民在抗议传单中指出,全国共规划6个同类区域技术中心,其他5个均选址于城郊偏远地区,唯独华中项目落户武汉核心居住区。传单还援引2025年5月广州一起危废实验室爆炸事故,指出此类设施一旦发生故障或火灾,极可能导致废气废液外泄、危废扩散,威胁城区公共安全。 市民同时批评建设方存在程序违规:项目开工前仅完成环境影响评估,未依据武汉市相关规定开展社会稳定风险评估;对外公示信息中刻意回避"危险废物"字样,致使周边市民在项目开工数月后才得知其真实性质。对此,周边业主联名发出公开信,呼吁各界关注,要求相关部门严格遵守全国同类项目的选址规范,重新审核评估该项目选址,并补齐社会稳定风险评估等相关手续。 6月12日下午,距离项目最近的融创壹号院业主率先前往项目工地抗议。现场视频显示,业主与保安及身份不明人员发生激烈冲突,多名业主遭到暴力对待,导致数名业主倒地不起。 当天晚上,抗议进一步升级。来自融创壹号院、沙湖公寓等多个小区的业主联合行动,聚集至湖北省生态环境科学研究院门前,即项目所在地附近,以堵路等方式表达反对意见。武汉当局随即出动大量公安对抗议人群实施强制清场,多名参与者遭到抓捕。 目前,当地政府和项目建设单位尚未就市民提出的重新选址、补充社会稳定风险评估以及暂停施工等诉求作出公开回应。有业主透露,该项目原本计划在湖南落地,因遭到当地抵制未能推进,随后被转移至武汉选址建设,并指项目背后有湖北省副省长力推。值得注意的是,武汉曾是当年COVID-19病毒大流行的最初爆发地,部分科学家和情报机构认为病毒可能源自武汉病毒研究所的实验室泄漏。

Wuhan Residents Protest Hazardous Waste Lab Siting; Police Crackdown Leads to Multiple Arrests (2026.06.12) On June 12, 2026, hundreds of residents in Wuchang District, Wuhan, Hubei Province took to the streets to protest the construction of a hazardous waste processing laboratory in a densely populated residential area. The demonstrations lasted from daytime into the night, with multiple residents detained during a police dispersal operation. The facility in question is officially named the "Central China Regional Hazardous Waste Environmental Risk Prevention and Control Technology Center." It is a major project under China's 14th Five-Year Plan, built by the Hubei Academy of Ecological and Environmental Sciences. According to the project's Environmental Impact Assessment report, the center will conduct approximately 30,000 batches of operations involving hazardous waste identification, physicochemical testing, sample storage, and toxicological experiments, handling corrosive, leaching-toxic, flammable, and reactive substances, as well as screening for emerging contaminants. The eighth floor houses a radiation analysis laboratory, and exhaust emissions from the facility include hazardous substances such as toluene, methanol, dichloromethane, chloroform, formaldehyde, hydrogen chloride, hydrogen fluoride, and nitrogen oxides. What has incensed nearby residents is that the project is sited in Wuhan's inner ring — the city's core — immediately adjacent to multiple residential communities along Gongzheng Road. According to the EIA report, the nearest residential complex, "Yihao Yuan Phase II," is just 27 meters from the project site, while 12 additional residential communities fall within a 500-meter radius, affecting tens of thousands of residents. The Hubei Provincial Library is also located only a few hundred meters away. In protest leaflets, residents noted that six regional technology centers of this type are planned nationwide, and the other five are all sited in suburban or remote areas — only the Central China facility has been placed in a core Wuhan residential zone. The leaflets also cited a hazardous waste laboratory explosion in Guangzhou in May 2025, arguing that any malfunction or fire at such a facility could trigger the release of toxic gases and liquids, dispersing hazardous waste and threatening public safety in the urban area. Residents also criticized procedural irregularities in the project's approval process: only an environmental impact assessment was completed before construction began, without a social stability risk assessment as required under Wuhan municipal regulations. Public notices deliberately omitted the phrase "hazardous waste," leaving nearby residents unaware of the facility's true nature until months after construction had started. In response, homeowners from surrounding communities jointly issued an open letter calling for public attention, demanding that authorities strictly adhere to the siting standards applied to comparable projects nationwide, conduct a comprehensive review of this project's location, and complete the required social stability risk assessment and other outstanding regulatory procedures. On the afternoon of June 12, homeowners from Sunac Yihao Yuan — the community closest to the project site — were the first to go to the construction site to protest. Video footage from the scene showed homeowners in fierce clashes with security personnel and unidentified individuals; several homeowners were subjected to physical violence, with a number left unable to get up from the ground. That evening, the protests escalated further. Homeowners from Sunac Yihao Yuan, Shahu Apartments, and several other residential communities joined forces and gathered in front of the Hubei Academy of Ecological and Environmental Sciences — near the project site — blocking roads and other means to express their opposition. Wuhan authorities swiftly deployed a large contingent of police to forcibly clear the crowd, and multiple participants were arrested. As of now, local government authorities and the project developer have not publicly responded to residents' demands, which include relocating the facility, completing a social stability risk assessment, and suspending construction. Some homeowners have disclosed that the project was originally planned for Hunan Province but was blocked by local opposition before being transferred to its current Wuhan site, and that a Hubei vice governor has been a key advocate behind the project. It is worth noting that Wuhan was the initial epicenter of the COVID-19 pandemic, with some scientists and intelligence agencies having assessed that the virus may have originated from a laboratory leak at the Wuhan Institute of Virology.
