The entire column of air (all the way to space) over the puddle is pushing down on the puddle. Because the pressure inside the vessel is slightly lower than atmospheric pressure, the vessel is a space the atmosphere can push the water into. The large diameter of the tubes make the pressure difference needed very small. Its physics, not a strong device.
