I rise to oppose the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India (SHANTI) Bill 2025. 👉 The government has brought the present bill to open up the civilian nuclear sector to private participation. There's speculation that the government wants to bring in 49% to 100% foreign direct investment into the sector. What strikes me as very strange is that the Adani group of companies announced its intent to participate in the civilian nuclear sector in November, and within a month, we have this bill in the House. 👉 I did not find a single clause or a single word which says anything about supplier liability. The supplier liability has been completely removed. God forbid if a nuclear accident or a nuclear incident were to take place. And since we are going to be dependent upon foreign suppliers, shouldn't the supplier be liable? 👉 There are concerns if the Atomic Energy Regulatory Board is really autonomous. Or is it an extension of the Department of Atomic Energy? If we are opening up India's nuclear energy sector to private participation, what you require is an autonomous, independent regulator who can be a neutral umpire. 👉 In matters of disposal of radioactive waste, the spent fuel—uranium and plutonium—remains toxic for thousands and thousands of years. Most countries store this in the facility itself. The Bill does not provide a robust framework as to how radioactive waste needs to be dealt with. It cannot be a function of delegated legislation, left to rules and regulations. : Listen to Manish Tewari ji as he elaborates on the shortcomings of the SHANTI Bill and urges that it be sent to a JPC for serious scrutiny, as nuclear energy is a serious matter.

#WATCH | Surat, Gujarat: On India advancing civil nuclear programme, Senior Scientist, Dept. of Atomic Energy, Dr Neelam Goyal says, "... India’s economy rests on three pillars: agriculture, industry, and services. The backbone of all three is electricity. At present, around 70% of India’s electricity comes from coal, with much of the quality coal imported from Indonesia. This costs the country roughly Rs 12,000 crore annually. To achieve self-reliance, India must develop domestic energy sources. India possesses vast reserves of thorium—around 85% of the world’s supply—enough to generate 5,000 units of electricity per person per year for 500 years, compared to the current 1,000 units. Yet nuclear energy faces public resistance due to misconceptions and fear. As a result, nuclear projects are often delayed for a decade or more. I completed my PhD in 2008 at Rajasthan University, studying the impact of nuclear power plants on regional economies, welfare, and health. In 2009, I undertook postdoctoral training with India’s Department of Atomic Energy in Mumbai... Since 2011, after the Fukushima disaster, I have worked to raise awareness and reduce opposition to nuclear energy across states, including Haryana, Rajasthan, Tamil Nadu, and Gujarat. Currently, India operates 23 reactors using uranium, imported from countries such as Australia and Mongolia. Uranium is a fissile element, and its by-product, plutonium, can also be used as fuel. India’s fast breeder reactor programme now utilises plutonium, and when combined with thorium, it can be converted into uranium-233, a powerful fissile material. This opens the door to smaller reactors and long-term energy independence, potentially supplying India with abundant electricity for years."

Google’s nuclear partnership reflects this broader momentum. Dr. Edward Teller, the father of the hydrogen bomb, on what nuclear weapons can actually do to the planet, and what they can't: In a 1963 interview, Teller was asked whether the year's violent weather might be linked to nuclear test explosions. His response cuts through the panic of the era: "You know that there have been few things that have not been dragged in to explain the weather. And furthermore, there have been few disagreeable occurrences that have not been blamed on nuclear tests." But Teller doesn't dismiss the concern. He reframes it with scale: "In actual fact, nuclear explosions are far too small to change the weather. Much greater energy is involved in thunderstorms and in cyclones and in cold fronts than nuclear explosions could possibly produce." Then he pivots to where the connection is real: earthquakes. Underground nuclear tests, he explains, gave science something it had never had before: a known quantity of energy to compare against natural seismic events. "For the first time, we have a reliable figure for the actual amount of energy found in an earthquake." The interviewer pushes on the obvious worry. Could a test trigger a catastrophic quake? Teller is measured: "There is a chance that a nuclear explosion right on top of a fault that is ready to go off might trigger the motion of that fault
 At any rate, nuclear explosions in areas which are relatively stable from the point of view of earthquakes will certainly not trigger them." Then comes the most striking idea in the interview. Teller floats a counterintuitive use of the technology: "Some people have even proposed that nuclear explosions at some time might be used to control earthquakes. Instead of getting tensions built up for 50 years and then making a big earthquake, a big slippage that destroyed San Francisco, one could have a little slippage, which is right harmless, once every year. Let us say on the 4th of July." He's quick to add a dose of realism: "But probably people won't consent, and furthermore, I doubt that it can be done." Teller closes with a vision that gives a name to an entire ambition of the era. Using nuclear power not as a weapon, but as a construction tool for reshaping the planet itself. "I am quite sure that large earth-moving, such as the building of canals, would be entirely possible. I like to call this kind of an approach geographical engineering."

Israel Strikes Near Bushehr The reported Israeli bombing in the vicinity of the Bushehr Nuclear Power Plant raises questions about Israel's objectives. The pattern of targeting critical infrastructure, from water desalination plants to areas close to sensitive nuclear sites, should serve as a strategic shock to the regional actors, especially GGC. These attacks have the potential to create a large scale existential threat to the Gulf region. A scenario comparable to the Chornobyl disaster is no longer unthinkable if strikes occur near nuclear facilities. Before any escalation, Qatar’s foreign minister warned explicitly about the consequences of targeting Bushehr. “Water supply for the whole region will be contaminated, and Qatar, Kuwait, and the UAE will run out of water within three days.” Given the scale of the potential humanitarian and environmental fallout, the absence of clearly defined rules of engagement around such sensitive infrastructure is deeply alarming. Sites adjacent to Nuclear plants are not conventional military sites. Their destruction or damage carries consequences that are indiscriminate and transnational. Israel, through these attacks, is threatening the Gulf to participate in a devastating war with Iran or is targeting Iran in a way that would lead to direct regional confrontation with the Gulf. The lack of serious public discourse around the radioactive risks is also concerning. In a worst case scenario, depending on wind direction, the radioactive contamination due to any attack on Busherh could extend as far as Pakistan, affecting coastal regions such as Karachi. Zaporizhzhia Nuclear Power Plant, which has been under Russian occupation since March 2022, has been disconnected from the power supply for more than a week. IAEA Director General Rafael Grossi stressed that this situation is unstable in terms of nuclear safety, since "in case of a complete blackout with no off-site power and no EDGs operating, the nuclear fuel could melt if power could not be restored in time." It also includes the spent nuclear fuel storage facility, which holds 80% of all the spent fuel accumulated during the plant’s operation - a total of more than 3,250 tons of spent fuel assemblies. The Russians could not have been unaware that a strike on facilities in Slavutych would have such consequences for Chernobyl. This was a deliberate attack, in which Russia used more than 20 drones. Some of them were shot down, but the strike was deliberately organized in a wave of drones to make defending the site more difficult," the President of Ukraine said.
