I believe the assassin was aiming for a center mass. I think the bullet struck the cross hanging from Charlie Kurt's neck ricocheting upward into the neck area, while the cross flew downwards between Charlie's legs.

This is laughable. A palm pistol would not be accurate from that distance. What is seen is a high powered rifle shot from 140+ yards away. An inexperienced shooter put the crosshairs on the head, not taking account for gravity. Lucky shot hit the neck.
