He said this $4.7B will create 700 jobs. That is almost $7M per job! But then he says that only $1.6B is going into salaries. That is still $2.2 million per job! The remaining $2.5B must be going into the 313 train cars he is building right? But that is almost $8M per train car! Fire this man, and his entire cabinet. They are robbing us blind.

If I understand correctly The $4.7 billion is what Ottawa is paying Alstom, through VIA Rail, to buy and maintain 313 rail cars. That cash leaves the government and goes to the manufacturer and its suppliers. The $1.6 billion is an economic-benefits estimate: jobs, wages, and supplier activity in Ontario and Quebec from building the cars in Canada. It is not a cash return to the Treasury.
You're right about the mechanics, and that's the problem. They spend $4.7 billion and the best number they could put in their own press release is $1.6 billion of activity from spending it. Not a return. Not revenue. Just the money going out the door... There is literally no quantifiable way to pitch this other than were spending and maybe it's going to pay itself back in like 10 years. Oh and money goes out now, and building starts in 2029...
