After Jessi Majome, Chairperson of the Zimbabwe Human Rights Commission, gave an appraisal of the Constitutional Amendment Bill 3, raising its benefits and shortcomings, she issued a scathing official report about human rights... violations and unconstitutional conduct surrounding the constitutional amendment Bill (CAB3) consultation process. By so doing she delegitimized the process, and as a result, she was dismissed from her position as Chairperson of the Zimbabwe Human Rights Commission and reassigned to Public Service. This was done to silence honest criticism regarding how the amendment consultation process was conducted through intimidation, violence, and propaganda against the opposition, forcing the unpopular Bill down people's throats. What's even more interesting is that on the same day the President fires/reassigned Majome, he also fired the head of CIO after he'd just been in office for one year. Rumors are the CIO boss was critical of CAB3 and was not willing to use his agents to persecute people who oppose the Bill, and the President and his advisors weren't happy about this, so they fired him an #CAB3show more

Monica Mukwada, a former councillor and MP had the mic snatched from her by Zanu PF hooligans as she made her presentation at a Public Hearing on Constitutional Amendment Number 3 Bill in Mutare today. She had to be escorted out of the hall after the presentation due to threats of violence. She however, withered the storm as the hooligans booed her but still managed to make important points about the bill. She said that extending the terms of current MPs, Senators and the President is against the wishes of the people since the electorate no longer wants most of them. Further “when we sent the President, MPs and Senators to Parliament, our agreement was that they will be there until 2028. That position has not changed Mr chairman”. She said traditional leaders preside over court cases and judges cannot be politicians. She said the war was fought for one man one vote and allowing a few to vote for the President is contrary to that which thousands of Zimbabweans lost their lives for. Dr Tinashe Hofisi, a Zimbabwean human rights lawyer and legal scholar currently serving as a Research Fellow at the Karsh Institute of Democracy at the University of Virginia, recently joined an interesting debate on Constitutional Amendment Bill N0.3 with Professor Jonathan Moyo. The debate was organised by the Southern African Times and run in full by The NewsHawks. Hofisi's work primarily focuses on constitutional law, judicial design, and enforcement of human rights in Africa. The violence against Zimbabwean human rights lawyer Doug Coltart today at the parliamentary hearings for Constitutional Amendment Bill No. 3 at the Harare City Sports Centre is disgraceful. The racist abuse directed at him by fellow Zimbabweans is equally shameful, exposing a dangerous erosion of tolerance, respect for the rule of law, and basic democratic values. Whatever happens with Constitutional Amendment Bill No. 3, it is already tainted by these actions of ZANUPF hooligans, thugs, and despicable individuals. You cannot take parliamentary hearings to the people and then assault them for airing their views, for opposing what you are saying, or for holding alternative opinions. That is not consultation, it is intimidation, and it completely undermines the legitimacy of the entire process. Beating up a fellow Zimbabwean who is a lawyer, stealing his phone, and preventing him from speaking is the very worst conduct in any parliamentary hearing process, including this Constitutional Amendment Bill No. 3. Those behind these actions should be deeply ashamed, because they are not only undermining the process, they are embarrassing the country and eroding respect for the rule of law.

🚨 Cabinet has today approved a draft law that would significantly rewrite the Constitution, allowing President Mnangagwa to stay in office beyond 2028 and changing how elections are run. Next, the draft Constitutional Amendment No. 3 Bill will be gazetted by the Speaker of Parliament. It will then be tabled in Parliament after 90 days of public debate. If passed, it would amount to one of the biggest constitutional changes in years. Here are the key changes: 🔴 How the President would be chosen The Bill removes the current system of directly electing the President by popular vote. Instead, the President would be elected by Parliament. To win, a candidate must secure a majority of parliamentary votes. 🔴 Longer terms for the President and MPs The Bill increases the term of office for both the President and Members of Parliament from five years to seven years. 🔴 Changes to the Attorney-General’s office Under the Bill, anyone appointed as Attorney-General would need to meet the qualifications required of a Supreme Court judge. 🔴 A bigger Senate The Bill allows the President to appoint ten more senators, increasing the total number from 80 to 90. 🔴 Control of elections Responsibility for voter registration and the voters’ roll would move from ZEC to the Registrar-General. A new Zimbabwe Electoral Delimitation Commission would be set up to take over the task of drawing constituency and ward boundaries from ZEC. 🔴 Judicial appointments The Bill removes the public interview process for judicial appointments. This represents a shift away from the current system of open scrutiny in the selection of judges. 🔴 Role of the Defence Forces The Constitution would be amended to change how the role of the Defence Forces is described. Instead of stating that the military must “uphold” the Constitution, it would say they must act “in accordance with” the Constitution. 🔴 Abolition of the Gender Commission The Bill abolishes the Zimbabwe Gender Commission and transfers its functions to the Zimbabwe Human Rights Commission.

An hour ago, I was on South Africa’s public broadcaster, the SABC News News discussing the implications of Zimbabwe’s new law, Constitutional Amendment Bill No. 3, which came into effect two days ago. The amendment extends President Emmerson Mnangagwa’s term of office by an additional two years to 2030, removes the direct election of the President by citizens and transfers that responsibility to Parliament, and effectively removes the elections that had been scheduled for 2028. We also discussed what these changes mean not only for Zimbabwe but for the entire region, particularly South Africa, which has borne the brunt of migration from Zimbabwe, both legal and illegal, driven largely by the country’s prolonged economic and political crises. What happens in Zimbabwe never stays in Zimbabwe. Political instability, economic decline, and democratic backsliding inevitably have consequences for neighbouring countries. That is why Constitutional Amendment Bill No. 3 is not merely a Zimbabwean issue; it is a regional issue with far-reaching political, economic, and social implications.

Everyone supporting Constitutional Amendment Bill No. 3 should remember that the process is already tainted by these actions of busing people, as happened in Bulawayo. The consultation for Bulawayo was meant for residents of Bulawayo, not for imported crowds designed to manufacture consent. Zimbabwe will remain trapped in a permanent crisis if even the most basic democratic processes are manipulated in this way.

The Transgender Persons (Protection of Rights) Amendment Bill, 2026, which presents as a reform, is in reality a retreat from constitutional morality, judicial guidance and the hard-fought rights of one of the most marginalized communities in our country. The transgender community in India has endured centuries of exclusion, stigma and violence. Any law that claims to protect them must be expansive, inclusive and rooted in dignity. The most alarming feature of this Bill is the complete removal of the definition of a transgender person as it exists in the 2019 Act. This Amendment Bill exposes the government’s inadequate and insensitive understanding of the transgender community. This Bill is not only against human being. The decisions we make in this House will shape the lives of countless individuals. I urge the government to withdraw the Bill or at least refer it to the Parliamentary Standing Committee for detailed examination. : R.Sudha ji in Lok Sabha

So this is not somebody who just woke up and decided, well, now is the time to speak about human rights. This is part of his identity… He's going to continue to speak up based on the moral principles of the church, because that's what he was elected to do. That's what all the popes are supposed to do

👉 I oppose the Transgender Persons (Protection of Rights) Amendment Bill, 2026, as this bill was introduced in Parliament without due consultation with transgender persons and other stakeholders. This itself shows the callous attitude of the Modi government. 👉 This Bill is not a reform; it is a regression. It takes away what the Constitution and the Supreme Court of India have already guaranteed. The Bill deletes the right to self-determination. 👉 Many transgender persons have already spoken about the immense barriers they face in securing a simple ID card. By adding more bureaucratic hurdles, we are not protecting them; we are exhausting them into invisibility. 👉 The Bill must be referred to the Standing Committee for detailed and inclusive consultation with the transgender community and all stakeholders. I'm saddened to learn of the untimely passing of the Chairperson of the KNCHR, Roseline Odhiambo Odede. I had the privilege of serving with her both at FIDA-Kenya and in the Law Society of Kenya Council. In all our engagements, she was a level-headed, accommodative, and collaborative partner who always prioritised service to the people and the greater good. Roseline's tenure in charge of the KNCHR was characterised by exemplary fortitude and commitment to the rule of law and human rights. She steered the Commission through a difficult human rights context in Kenya but maintained unfettered dedication to standing up firmly against impunity, government excesses, and poor governance. Her death is a big loss for the country and the community of human rights defenders. We convey our heartfelt condolences to her family and friends. May her soul rest in eternal peace!
