Monica Mukwada, a former councillor and MP had the mic snatched from her by Zanu PF hooligans as she made her presentation at a Public Hearing on Constitutional Amendment Number 3 Bill in Mutare today. She had to be escorted out of the hall after the presentation due to threats of violence. She however, withered the storm as the hooligans booed her but still managed to make important points about the bill. She said that extending the terms of current MPs, Senators and the President is against the wishes of the people since the electorate no longer wants most of them. Further โ€œwhen we sent the President, MPs and Senators to Parliament, our agreement was that they will be there until 2028. That position has not changed Mr chairmanโ€. She said traditional leaders preside over court cases and judges cannot be politicians. She said the war was fought for one man one vote and allowing a few to vote for the President is contrary to that which thousands of Zimbabweans lost their lives for. She said that the Gender Commission must remain in place to represent women. What a circusโ€ฆ? Hearing on Constitutional Amendment Bill Number 3 ended prematurely at Kwekwe Theatre in Kwekwe after Melody Chingarande, the only person who opposed the Bill was booed and kicked out of the venue. Sympathisers escorted Chingarande from the venue to Kwekwe Central Police Station as she faced threats from hooligans. The hall was packed with Zanu PF supporters bussed from outside the city. ๐Ÿšจ Cabinet has today approved a draft law that would significantly rewrite the Constitution, allowing President Mnangagwa to stay in office beyond 2028 and changing how elections are run. Next, the draft Constitutional Amendment No. 3 Bill will be gazetted by the Speaker of Parliament. It will then be tabled in Parliament after 90 days of public debate. If passed, it would amount to one of the biggest constitutional changes in years. Here are the key changes: ๐Ÿ”ด How the President would be chosen The Bill removes the current system of directly electing the President by popular vote. Instead, the President would be elected by Parliament. To win, a candidate must secure a majority of parliamentary votes. ๐Ÿ”ด Longer terms for the President and MPs The Bill increases the term of office for both the President and Members of Parliament from five years to seven years. ๐Ÿ”ด Changes to the Attorney-Generalโ€™s office Under the Bill, anyone appointed as Attorney-General would need to meet the qualifications required of a Supreme Court judge. ๐Ÿ”ด A bigger Senate The Bill allows the President to appoint ten more senators, increasing the total number from 80 to 90. ๐Ÿ”ด Control of elections Responsibility for voter registration and the votersโ€™ roll would move from ZEC to the Registrar-General. A new Zimbabwe Electoral Delimitation Commission would be set up to take over the task of drawing constituency and ward boundaries from ZEC. ๐Ÿ”ด Judicial appointments The Bill removes the public interview process for judicial appointments. This represents a shift away from the current system of open scrutiny in the selection of judges. ๐Ÿ”ด Role of the Defence Forces The Constitution would be amended to change how the role of the Defence Forces is described. Instead of stating that the military must โ€œupholdโ€ the Constitution, it would say they must act โ€œin accordance withโ€ the Constitution. ๐Ÿ”ด Abolition of the Gender Commission The Bill abolishes the Zimbabwe Gender Commission and transfers its functions to the Zimbabwe Human Rights Commission.

There will be gnashing of teeth after CAB3โ€“ Chadzamira MORRIS BISHI MASVINGO โ€“ Minister of State for Masvingo Provincial Affairs and Devolution Ezra Chadzamira has warned party members opposing Constitutional Amendment Bill Number 3 (CAB3) that there is going to be gnashing of teeth when that process is done and dusted. Speaking at a Zanu PF Provincial Inter-district Meeting at Clovelly in Masvingo on Saturday, Chadzamira told the gathering that he and the Minister of State for Security, Lovemore Matuke are aware of the political activities of every MP and councilor and secret meetings that are being held to derail the passage of the Bill. CAB3 if passed will allow President Mnangagwa to rule for another two years after 2028 without going to an election and the same will apply to MPs. There is a public outcry over the amendment process with lawyers arguing that extending Mnangagwa and Parliamentโ€™s life without a referendum is illegal. Vice President Constantino Chiwenga and top retired army generals have openly opposed the amendments and vowed to fight them.
