"I personally identify as a Marxist-Leninist-Maoist, following the teachings of [former communist China leader] Mao Zedong," said demonstrator Tye Burrus, 18, who held a handmade sign depicting a hammer and sickle smashing a giant ice cube. Burrus, a member of the Party for Socialism and Liberation who self-identifies as a transgender woman, said losing faith in the Democrats and never having faith in the Republicans led to embracing communism. โ "So now I am a communist," Burrus said. Going into the streets of the New York City protest and studying protests nationwide this is who we found from the far-left network: 1โฃ Freedom Road Socialist Organization FRSO | Freedom Road Socialist Organization โ A self-described communist group immediately dispatched its members to the site of the killing in Minneapolis, and they are the ones behind clashes with ICE officers. The FBI has investigated the group โ whose members wear distinct red swag marked with FRSO โ as a "revolutionary socialist and Marxist-Leninist organization," citing alleged ties to foreign Marxist-Leninist extremist groups, including the Popular Front for the Liberation of Palestine, the Communist Party of the Philippines, and the Revolutionary Armed Forces of Colombia, known as FARC. Link to the internal FBI documents made public 2โฃ The People's Forum -- Protest leaders arrived at AM, just before the 9 AM start for the protest in New York City, hauling two shopping carts full of bullhorns and pre-made black-and-white signs, printed with the message, "JUSTICE FOR RENEE NICOLE GOOD," and a photo of Good, with "PARTY FOR SOCIALISM AND LIBERATION" across the bottom. It's a nonprofit activist hub for groups include ANSWER Coalition, and it's received funding from a tech tycoon, Neville Roy Singham, with close ties to the Chinese Communist Party. It stage-managed most of the day's protest in NYC. 3โฃ Party for Socialism and Liberation Party for Socialism and Liberation -- Their organizers handed out the signs asking folks standing around: โWant a sign?โ They organized protests across their national network, and they work closely with The People's Forum. 4โฃ Democratic Socialists of America DSA-- Its members joined the NYC march, wearing their distinct red beanies with DSA across the front, while its member NYC Mayor Zohran Mamdani repeated the talking points of the socialist groups, saying the ICE officer โmurderedโ the woman. They are also organizing protests across their national network. 5โฃ Revolutionary Internationalist Youth from City University of New York -- The carried handmade signs and copies of their newspaper, "The Revolution," which said they promoted "the program of Marx, Lenin, and Trotsky." 6โฃ Spartacist League members from the U.S. chapter of the International Communist League โ They distributed copies of "Workers Vanguard," which calls itself a "Marxist Newspaper" The socialist-adjacent groups joining them in using this moment to organize protests are: 7โฃ Indivisible Guide โ๐ โ Closely aligned with the Democratic Party, it organized #HandsOff #NoKings marches all year and is now organizing protests nationwise. 8โฃ 50501 โ It also organized #TeslaTakedown protests against Elon Musk and is throwing its muscle behind anti-ICE protests. 9โฃ Refuse Fascism โ They moved through the crowd in NYC, handing out slick, freshly printed pamphlets titled "The Peopleโs Indictment of Donald Trump," Why does it matter to know these names? Stu Smith Stu Smith, a Manhattan Institute researcher who studies domestic extremism, explained, "I just wish the average American realized that there is a network of far-left agitators in America who are Marxist-Leninists, socialists, Maoists and even North Korean apologists.โ "As these ideologues say, the issue is never the issue,โ he told us. โItโs all about the revolution. After this terrible situation in Minneapolis, they used social media and their networks to mobilize and get on the streets to hurt America.โ Youโve heard me say it before. ![THE SEVEN SEALS The same day the Church is taken out of this world at the Rapture, judgement begins. As it was in the days of Noah, the same day Noah entered the ark, the judgement began. The same day Lot left Sodom, fire came from heaven and destroyed them all. So it is, on the same day that the Church leaves this world, at the Rapture, the Judgment begins. SEAL 1 - The Conqueror (The Revealing of the Antichrist). The Man on the White Horse. Rev 6:2 And I saw, and behold, a white horse, and he that sat thereon had a bow; and there was given unto him a crown: and he came forth conquering, and to conquer After the rapture of the Church,2 Thess.6v7 the first thing that happens in the earth is that the antichrist is revealed; a white horse and its rider. This is not the Lord Jesus- i.) โHe that sat on the horse had a bowโ, Jesus doesnโt use a bow, when you see Jesus, He uses a Sword. ii.) โA crown was given to himโ- Jesus is King of Kings; He gives crowns. Rev.6v2 iii.) โHe went forth conquering and to conquerโ. The Lord Jesus is only going to battle against the Nations at the second coming, which is not yet So this is not Jesus, this is the antichrist. He had a bow, without arrows. He would conquer nations without firing a shot, he would conquer nations with peace; they would give their nations to him. Daniel 8:23-24 describes a powerful king who will arise at the end of a period of time, characterized by transgression and wickedness. This king will have a fierce appearance, understand dark schemes, and wield mighty power, not by his own means, but through extraordinary destruction. He will succeed in what he does, destroying the mighty and the holy people. SEAL 2- Conflict on Earth: Killings, Murders (The Man on the Red Horse) Daniel 6v3- 4 When He opened the second seal, I heard the second living creature saying, โCome [b]and see.โ 4 Another horse, fiery red, went out. And it was granted to the one who sat on it to take peace from the earth, and that people should kill one another; and there was given to him a great sword. Once the Church is gone at the Rapture, no more peace on the earth, there would be killings. Matt.24v7,10 For nation will rise against nation, and kingdom against kingdom. And there will be famines, [a]pestilences, and earthquakes in various places. 8 All these are the beginning of sorrows. 9 โThen they will deliver you up to tribulation and kill you, and you will be hated by all nations for My nameโs sake. 10 And then many will be offended, will betray one another, and will hate one another. Rev.13v15 15 He was granted power to give breath to the image of the beast, that the image of the beast should both speak and cause as many as would not worship the image of the beast to be killed. SEAL 3- Scarcity (Inflation and Famine) The Man on the Black Horse Daniel 6v5-6 When He opened the third seal, I heard the third living creature say, โCome and see.โ So I looked, and behold, a black horse, and he who sat on it had a pair of scales[c] in his hand. 6 And I heard a voice in the midst of the four living creatures saying, โA [d]quart of wheat for a [e]denarius, and three quarts of barley for a denarius; and do not harm the oil and the wine. Lamentations 4v4-10 AMP [4] The tongue of the infant clings To the roof of its mouth because of thirst; The little ones ask for food, But no one gives it to them. [5] Those who feasted on delicacies Are perishing in the streets; Those reared in purple [as nobles] Embrace ash heaps. [6] For the [punishment of the] wickedness of the daughter of my people [Jerusalem] Is greater than the [punishment for the] sin of Sodom, Which was overthrown in a moment, And no hands were turned toward her [to offer help]. [7] Her princes were purer than snow, They were whiter than milk [in appearance]; They were more ruddy in body than rubies, Their polishing was like lapis lazuli (sapphire). [8] Their appearance is [now] blacker than soot [because of the prolonged famine]; They are not recognized in the streets; Their skin clings to their bones; It is withered, and it has become [dry] like wood. [9] Those killed with the sword Are more fortunate than those killed with hunger; For the hungry pine and ebb away, For the lack of the fruits of the field. [10] The hands of compassionate women Boiled their own children; They became food for them Because of the destruction of the daughter of my people [Judah]. Ezekiel 4v10-12, 17 AMP [10] The food you eat each day shall be [measured] by weight, twenty shekels, to be eaten daily at a set time. [11] You shall drink water by measure also, the sixth part of a hin; you shall drink daily at a set time. [12] You shall eat your food as barley cakes, having baked it in their sight over human dung.โ [17] because bread and water will be scarce; and they will look at one another in dismay and waste away [in punishment] for their wickedness. If you think there are economic problems right now in the world, this is nothing compared to what is coming. No one would be able to solve the economic problem then, not even the antichrist. He would make promises, but would fail. This is going to be a very terrible time on earth. At this point the peace treaty is broken and the next three and a half years begins SEAL 4- Widespread Death on Earth (Death Released) A Pale(green) Horse with a rider called- Death, and Hell Followed. Rev.6v7 -8 7 When He opened the fourth seal, I heard the voice of the fourth living creature saying, โCome and see.โ 8 So I looked, and behold, a pale horse. And the name of him who sat on it was Death, and Hades followed with him. And [f]power was given to them over a fourth of the earth, to kill with sword, with hunger, with death, and by the beasts of the earth. These are the judgments of God, not even the actions taken by the antichrist. The world is being punished for their rejection of Jesus Christ. Killings with the sword, refers to war. Matt 24v21 For then shall be great tribulation, such as was not since the beginning of the world to this time, no, nor ever shall be.โ (KJV) The Fourth and Fifth Seals are in the second 3 and a half years, after the Peace treaty has been broken. 1 Thess. 5v3 -4 For when they shall say, peace and safety; then sudden destruction cometh upon them, as travail upon a woman with child; and they shall not escape. At this time the antichrist enters into the temple in Jerusalem and from then on, fierce persecution begins. SEAL 5- The Cry of the Tribulation Saints (Killed for their Faith) Rev 6v9-11 When He opened the fifth seal, I saw under the altar the souls of those who had been slain for the word of God and for the testimony which they held. 10 And they cried with a loud voice, saying, โHow long, O Lord, holy and true, until You judge and avenge our blood on those who dwell on the earth?โ 11 Then a white robe was given to each of them; and it was said to them that they should rest a little while longer, until both the number of their fellow servants and their brethren, who would be killed as they were, was completed. When a godly man dies, he goes to heaven and his soul is without a body, but is clothed with a spiritual garment until the resurrection. At the rapture, those who were dead in Christ were raised up with a glorified body, and we that are alive and remain were caught and changed into that same glorified body. The tribulation saints who were slain for their faith, they gave their lives as a sacrifice to God, they refused to take the mark of the beast, and were killed. Their souls are seen in Heaven under the Altar, without their spiritual glorified bodies, hence their cry. Vr 11 the Lord told them to rest for a while until others to be killed like them also arrive. At this time too something happens, there is more preaching of the gospel ongoing in the earth, Evangelism intensifies. Rev.14: 14 And I looked, and behold a white cloud, and upon the cloud one sat like unto the Son of man, having on his head a golden crown, and in his hand a sharp sickle. 15 And another angel came out of the temple, crying with a loud voice to him that sat on the cloud, Thrust in thy sickle, and reap: for the time is come for thee to reap; for the harvest of the earth is ripe. ![Many say that the catastrophic fires ravaging Los Angeles werenโt the fault of Governor Gavin Newsom and LA Mayor Karen Bass. Fires are inevitable in Los Angeles, and the water ran out because no water system could withstand that many fires simultaneously, they add. But LA firefighters themselves disagree. They say the reason they arrived too late to stop the fires from becoming catastrophic was because of severe budget cuts. The Fire Department did not pre-deploy fire engines to strategic locations, and helicopters arrived half an hour too late to put out the Palisades. โThat [Santa Ynez] reservoir being closed did not allow helicopters to drop and suck water up from five minutes away,โ a new firefighter whistleblower, the third who has come forward, told me. โInstead, they had to fly 10 to 15 minutes away to go get water somewhere else.โ The problem is that the LA Fire Department is one of the most severely understaffed of Americaโs 10 largest cities. It has less than a single firefighter per 1,000 residents compared to Chicago, Dallas, and Houston, which have twice as many. โ In 1960, our city population was 2.5 million, and we had 112 fire stations. In 2020, our city population was 3.9 million, and we had 106 stations,โ a representative of LAโs firefighters โ union testified last month. โThat's 1.4 million more people and six fewer fire stations.โ This undermines the Departmentโs ability to respond to emergencies. โIn 2020, the average emergency response time was seven minutes and 53 seconds, nearly double the NFPA recommendation.โ Part of the problem is that the number of homeless fires in LA doubled between 2020 and 2023 to an astonishing 38 per day. They start dangerous fires in many ways, including by breaking through the sidewalk into the cityโs electrical system, which can result in explosions and death. Still, many say, it is wrong to blame homelessness for LAโs fires. They are victims of trauma and poverty. But the research is unequivocal. Over half of all fires that the LA Fire Department responds to are set by a homeless person. "There were two huge explosions, and when I looked out my apartment window, I saw plumes of black smoke," a resident told NBC-Los Angeles. "People are literally dying in the streets, in tents burning down around them.โ And the evidence is clear: leaving homeless people on the street makes them three times more likely to die than people required to come inside to sleep in shelters. The third firefighter whistleblower says the firefighters are being put in danger by budget cuts. โEven last week,โ the person said, โI wanted to work and I was told, โSorry dude, we don't have a seat for you to fill because there's not enough apparatuses,โโ meaning fire engines or other equipment. One hundred fire engines and other apparatus are currently out of service because the city cut the Fire Departmentโs budget, and it couldnโt afford to hire mechanics to fix equipment. โWe have a crack about halfway down our water tank. Half of our [engines and other] apparatuses are broken. They were sending rookies, new probationary firefighters, out to the field last year with no department-required brush jackets.โ The firefighters lack life-saving equipment. โWe were running out of electrodes to do EKGs,โ the person said. โWe've been running out of gloves. We've been running out of drugs, you name it. There's been ambulances that have been having to steal stuff or borrow stuff from the hospitals just to stay available.โ At the meeting last month, the president of the cityโs firefighters union warned, โIf we cut one position, if we close one stationโฆ the residents of Los Angeles are going to pay the ultimate sacrifice, and someone will die.โ All this and yet Los Angeles is one of the richest cities in the world. Eighty-four of Americaโs richest 400 people live in California, and LA is home to 26 billionaires who collectively possess a net worth of approximately $185 billion. โIt kills us when we see holes in the system,โ said the whistleblower, โand we arenโt able to do the job we expect of ourselves, and if we had the appropriate resources and staffing, I donโt think any of the fires were inevitable. I know for a fact it would not be what it is. We saw my particular fire engine in maintenance for a year and a half.โ Some politicians are demanding reform. โThere are large swaths of the city with no emergency response resources available,โ said Councilmember Traci Park, who urged more funding for firefighting last year. โ I think that people are rightly upset, not only that this happened, but there is a sense that we as local leaders needed to do more for them. I feel like I let them down, and I've been screaming about it from the day I came in.โ As such, the problem is not poverty, it is severe mismanagement and bad governance. Not only is the cityโs mismanagement to blame for LAโs disastrous response to the fire, but itโs also responsible for the cityโs ongoing homelessness disaster. Why is that? ![#ZimElection2023 ZAMBIA-LED SADC ELECTION OBSERVATION MISSION OUT OF ORDER AS IT, AU AND COMMONWEALTH COUNTERPARTS RELEASE PRELIMINARY REPORTS ON ZIM ELECTION It is a good thing that three major international election observer missions have submitted their preliminary reports: The Commonwealth Election Observation Mission, the African Union (AU) Observation Mission and the Sadc Election Observation mission. The links to the three reports are indicated below: The Commonwealth Zim Election Observation Mission Report AU Zim Election Observation Mission Report Sadc Election Observation Preliminary Report Notably, and significantly so, the three preliminary reports echo an important sentiment expressed by CITE's Zenzele Ndebele (Zenzele) a few weeks ago on Newzroom Afrika โ for which he was vilified and demonised by the usual quarters among self-proclaimed champions of democracy โ that Zimbabweโs 2023 harmonised general election โhas been largely peacefulโ, compared to previous editions characterised by widespread violence. A peaceful harmonised general election in Zimbabwe is no mean achievement. It is big ns, and a huge social and political relief. And to say the election has been largely peaceful is not to say there have been no skirmishes or worse, any loss of life even if it was of one person, as Ndebele pointed out to Newzroom Afrika on the attached video clip. Meanwhile, there are no matters arising from the preliminary reports by the Commonwealth and the AU election observers, pending the release of their final reports in two or so months. Otherwise, election observation mission reports are precisely that, namely, reports on what the relevant missions actually observed on the conduct of an election in question. But not so for the Sadc Election Mission Preliminary Statement on Zimbabweโs 2023 harmonised general election. Led by former Zambian Vice President Nevers Mumba, appointed by Zambian President Hakainde Hichilema, who recently assumed the chairmanship of the Sadc Organ on Politics, Defence and Security. Unlike its African Union and Commonwealth counterparts, the Mumba Mission clearly, intentionally and scandalously wrote its report on the basis of what it heard, and not what it observed. Rather than making news about the election it ostensibly observed, the news is on the Sadc Election Observation for coming to Zimbabwe with an axe to grind, wielding it recklessly and shamelessly. It would be irresponsible to let the preliminary report of the Sadc Election Observation Mission go scot-free, unchallenged. The Mumba report is premised on this far reaching conclusion, which it is not competent to make: The Mission noted that some aspects of the Harmonised Elections, fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections. Writing under the rubric, โConstitutional and Legal Framework for the Elections,โ Mumba and his colleagues make sweeping and opinionated statements and conclusions that are all based not on the direct observation of the election by the Mission but on hearsay with not a single thread of even desktop evidence. The sweeping statements and conclusions include an array of gratuitous comments based on hearsay about the voters roll; freedom of assembly in general and the Maintenance of Peace and Order Act (MOPA); freedom of expression in relation to the Criminal Law (Codification and Reform) Act; the nomination of candidates; participation of women as candidates; alleged intimidation of voters; postal voting controversy; and coverage of the election by the state media. In the result, the main thrust of the report is pure and naked hearsay. In this connection, the reportโs treatment of two key issues is telling: one is the delimitation of constituencies and the other is on the so-called Patriotic Act. Regarding the so-called Patriotic Act, the report makes the following conclusion based on untested hearsay submissions: The Mission noted that the Patriot Act is incompatible with the spirit of section 61(1) of the Constitution, and paragraph 4.1.2 of the SADC Principles and Guidelines Governing Democratic Elections which requires Member States to uphold, amongst others, the freedom of expression. This is utterly shocking. What jurisdiction, power and legal competence do Nevers Mumba and his colleagues in the Sadc Election Observation Mission on the Zimbabwean 2023 harmonised general election have to make such a judicial pronouncement? The pronouncement is manifest and gross interference with the rule of law in Zimbabwe under which such judicial findings are made by competent courts of law and, even worse, the pronouncement is an unacceptable violation of Zimbabweโs sovereignty. Then thereโs the reportโs treatment of the delimitation of constituencies, about which it says: โThe mission WAS INFORMED that the delimitation exercise that was conducted in 2022 by the ZEC was marred with controversyโ. Without saying who informed it, the Sadc Observation Mission preliminary report makes the following scandalous statements and partisan conclusions on Zimbabweโs delimitation exercise conducted by the Zimbabwe Electoral Commission in 202, which it is not entitled to make โ as it lacks the jurisdiction, authority and competence to do so โ and which statements and conclusions demonstrate beyond reasonable doubt that its preliminary report is heavily opinionated hearsay that smacks of a malicious and predetermined hatchet job: "(i) In its Delimitation Report of 2022, the ZEC rightly states that, โthe Constitution recognisesthe impracticability of having equal number of voters in each constituency by allowing the Commission to depart from this requirement within a stipulated margin. In this case the Constitution in section 161(6) stipulates that โฆโno constituency may have more than 20% more or fewer registered voters than other such constituenciesโ. The constitution in section 161(6)a-f also lists factors that need to be considered when delimiting since they are important during the exercise.โ However, the ZEC goes on to also state that, โBased on the provision of section 161(6) the Zimbabwe Electoral Commission then calculated the 20% deviation from the national average voter registration expected in each constituency which was 27 640. This yielded a deviation of 5,528 voters. Since the average number of registered voters was regarded as a stable benchmark against which delimitation of constituencies was conducted, the deviation figure was added to the national average to determine the maximum number of registered voters that a constituency delimited would contain i.e., 33 168.โ (ii) The Mission noted that the use of the average number voters per constituency is not consistent with the provision of section 161(6) of the newConstitution that was adopted in 2013. The word โaverageโ appears in section 61A(6) of the old Constitution of Zimbabwe under which it was permissible to calculate the minimum and maximum permissible number of voter per constituency by using the national average as the baseline. That word โaverageโ does not exist in section 161(6) of the new Constitution which deals with the same subject matter. The difference between section 61A(6) and section 161(6) of the old and the new constitutions respectively is far from being merely technical. (iii) In the new Constitution, and in the context of section 161(6), the maximum deviation is 20% of the voters registered in the constituencies. The new Constitution uses actual constituency by constituency registered voter population, not the national average number of constituency voter population to calculate the permissible deviation from the requirement that constituencies must have an equal number of voters. Mathematically, the two methods produce very different results and affect the equality of the vote with respect to the elections to parliament. On the other hand, since the country votes as a single constituency in the presidential election, the difference in the methods has no particular impact on the equality of the vote in that election. It was therefore not unexpected that ZEC would receive substantial criticism on this aspect of its latest Delimitation Report. (iv) The Mission noted that the use of the average number of voters per constituency is not consistent with the provision of section 161(6) of the new Constitution that was adopted in 2013. The word โaverageโ appears in section 61A(6) of the old Constitution of Zimbabwe under which it was permissible to calculate the minimum and maximum permissible number of voter per constituency by using the national average as the baseline. That word โaverageโ does not exist in section 161(6) of the new Constitution which deals with the same subject matter. The difference between section 61A(6) and section 161(6) of the old and the new constitutions respectively is far from being merely technical. (v) In the new Constitution, and in the context of section 161(6), the maximum deviation is 20% of the voters registered in the constituencies. The new Constitution uses actual constituency by constituency registered voter population, not the national average number of constituency voter population to calculate the permissible deviation from the requirement that constituencies must have an equal number of voters. Mathematically, the two methods produce very different results and affect the equality of the vote with respect to the elections to parliament. On the other hand, since the country votes as a single constituency in the presidential election, the difference in the methods has no particular impact on the equality of the vote in that election. It was therefore not unexpected that ZEC would receive substantial criticism on this aspect of its latest Delimitation Report." There are three things to highlight about what Mumba and his team say regarding the delimitation of constituencies. Firstly, everything they say is very familiar to Zimbabweans because the delimitation issue was widely, hotly and robustly debated. More specifically, the words used in the Mumba narrative about the delimitation report are familiar words that were used during the debate. It is disappointing that the familiar words have found their way, verbatim, into the Sadc Election Observation preliminary report. This alone is sad, and the less said about it, the better for everyone concerned. Secondly, ZECโs delimitation exercise was challenged at the High Court of Zimbabwe and in the countryโs apex court, the Constitutional Court. The views that the Sadc Election Observation Mission regurgitates as its own, when in fact theyโre not, were argued in Zimbabweโs courts, but no pronouncement or finding of the kind that the Mumba team goes to town about was made by any court of the land. What makes this even more egregious is the following statement in the Sadc Election Observer Missionโs report: In view of their significance in the event of legal challenges in the context of the electoral process, some stakeholders expressed the view that the judiciary is compromised by the Government. A key justification for this perception was information received from these stakeholders that the judiciary recently received large financial and material incentives which the stakeholders viewed as an attempt by the Government to buy the loyalty and allegiance of the judiciary. So, the Sadc Election Observation Mission on the 2023 harmonised general election in Zimbabwe โreceived information fromโฆstakeholders that the judiciary recently received large financial and material incentives which the stakeholders viewed as an attempt by the Government to buy the loyalty and allegiance of the judiciaryโ. Why is the Sadc Election Observation Mission disrespecting Zimbabweโs judiciary in this manner? The is outrageous, and for it to find expression in this report is shameless and unacceptable. In the interest of fairness, the Sadc Mission must be required by Sadc to share this information with everyone, particularly the Government of Zimbabwe which represents the Zimbabwean State, a member of Sadc. As already pointed out, the Sadc Observer Mission has no jurisdiction or competence to make any judicial pronouncements on Zimbabwean elections, not least because it is not a judicial inquiry; it is just and only an observation mission. This needs to be rectified by the Mission in its final report. Thatโs why it has been both important and necessary to engage the preliminary report at this stage. Thirdly, and last but not least, it is important to recall the Missionโs conclusion that is making news everywhere in order to show that it is politically opportunistic, and arguably is self-evident malice aforethought. The Sadc Election Observation Missionโs preliminary report has this running thread that ties everything in the report together, and which is effectively the essence of the reportโs conclusion: The Mission noted that some aspects of the Harmonised Elections, fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Elections. Is this conclusion in any way linked to or an outcome of the observations that the preliminary report lists as the observations that were actually made by the Sadc Mission? The best way to unpack the question is by looking at the full list of the observations that the Mission says it made, and they are the following: "3. OBSERVATIONS ON ELECTION DAYS (23-24 AUGUST 2023) On the Election Days, the SADC Electoral Observation Mission observed the voting process in 10 Provinces of the Republic of Zimbabwe. The deployed observer teams covered 172 polling stations in their respective areas. The political contestants have continued to call for peace during this election period and after. The SEOM observed the following critical aspects at the 172 polling stations that we visited: (a) The environment at the polling stations was relatively calm and peaceful. (b) A number of voters expressed concern due to a lack of, or late arrival of ballot papers and poor administration at some polling stations. However, voters remained patient to exercise their constitutional right to vote. (c) Professional and attentive police presence enhanced the overall peace and secure environment in all the polling stations observed. (d) 64% of the voting stations observed opened on time, 36% did not open on time for the 07:00am stipulated opening time. Some polling stations opened more than 12 hours after the stipulated time. The reason provided by ZEC for this unprecedented development was the unavailability of ballot papers, particularly for the local authority elections, and also due to previous litigation. This challenge was, however specific to Harare and Bulawayo Provinces. Due to the delays, some voters left without casting their votes, while others opted to remain in the lengthy queues throughout the day and night. By 06:00am on 24 August 2023, some voters in these two provinces had still not voted. Consequently, these delays also had a knock-on effect as they dissuaded voters from voting in the first place. Against this observation we further note as follows: i. Section 52(1) of the Electoral Act provides that for any election, the ZEC shall ensure that every constituency elections officer is provided with polling booths or voting compartments and ballot boxes, and shall provide papers, including ballot papers. ii. Prior to election day, ZEC had assured our Mission and other stakeholders, that all necessary voting materials, including ballot papers, were available and ready for use before election day. This communication was made in the context of section 52A(2) of the Electoral Act which requires ZEC to provide information on the number of ballot papers and publication of details regarding them. On the basis of these two considerations, the subsequent information from ZEC that they did not have adequate ballot papers has the unfortunate effect of creating doubts about the credibility of this electoral process. (e) The voters roll was unavailable at 1% of the polling stations observed, and was therefore not displayed outside the polling stations for the convenience of the voters and verification by party/candidates agents. (f) During the voting period, and at 26% of the polling stations observed, not all voters who turned out could vote. The reasons advanced for this included: i. Voters were identified, but the names were not found on the votersโ roll; ii. It was not possible to establish the voterโs identity; iii. Voters were at the wrong polling station; and iv. Voters did not have a national identity card or passport, or due to the absence of an official witness confirming an electorโs identity. (g) 8% of the polling stations observed were not accessible to voters living with disabilities. (h) At 50% of the polling stations, voters living with disabilities, the elderly, and pregnant women were not given priority to vote. (i) In 3% of polling stations observed, indelible ink was not checked on the voters before allowing them to cast their vote. (j) At 97% of the polling stations observed, voting was free from irregularities. (k) Voting proceeded in an orderly manner at 95% of the polling stations observed. (l) Ballot boxes did not remain locked and/or sealed at 2% of the polling stations. (m) As a result of the excessive delays in the opening of polling stations in Harare and Bulawayo provinces, at least 36% of the voting stations observed did not close at the scheduled closing time of 1900hrs, while some had not even opened by that time. It was announced that voting would be extended to proceed into 24 August 2023 to compensate for the late opening. (n) In previous stakeholder consultations, a shadowy organisation referred to as Forever Associates Zimbabwe was accused of conducting a country-wide exercise of electoral intimidation. Our observers confirmed the existence of this group as its officials or agents were easily identifiable at some polling stations as they were dressed in regalia emblazoned with the FAZ name and were accredited local observers. These, and other unidentified persons who were not polling officials were also observed taking down the names of voters before they cast their votes. In some areas, voters were intimidated by actions of these individuals. (o) The Mission observed the closing and vote counting processes. A proper analysis of these two processes shall be provided as part of the final SEOM Report." CONCLUSION Three points to conclude: Firstly, it is notable that the actual observations made by the Sadc Election Observation Mission are given as a skeletal laundry list with little if any analysis. Yet the observations are at the core of how the actual polling or election was conducted on polling day. Secondly, thereโs no connection between the preliminary reportโs running theme that โthe Mission noted that some aspects of the Harmonised Elections, fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act, and the SADC Principles and Guidelines Governing Democratic Electionsโ. Surely, to sustain the theme, it has to be connected with the actual observations made by the Mission. But the preliminary report makes no connection, not least because the connection is contrived, based on hearsay and therefore has no factual foundation. Thirdly, one of the observations that proves malice in the preliminary report is the following [number โmโ on the laundry list of observations]: As a result of the excessive delays in the opening of polling stations in Harare and Bulawayo provinces, at least 36% of the voting stations observed did not close at the scheduled closing time of 1900hrs, while some had not even opened by that time. It was announced that voting would be extended to proceed into 24 August 2023 to compensate for the late opening. It is an unfortunate falsehood that there is any polling station that had not opened by 1900hrs on polling day, 23 August 2023. Itโs a shame that such a falsehood found itself in a report of this stature and implication. Otherwise, if the report was based on good faith, the name and location of polling stations that had not opened by 1900hrs on polling day should have been specified for purposes of verification and rectification. Fourthly, right upfront the preliminary report says: The Mission was informed that a further proclamation was issued rendering 24 August 2023 as a polling day in view of the delays experienced at certain polling stations. Furthermore, President Mnangagwa also proclaimed 2 October 2023 for the run-off election to the office of president if such a poll becomes necessary. Two points about this. One is that the mind boggles at why the Mission had to be โinformedโ about this, and why the Mission did not get a copy of the proclamation for itself. Was this out of laziness or what? The other point is why does the preliminary report fail to see and understand that โthe further proclamationโ was the specific solution to the litany of what the Mission lists in its preliminary report as its observations regarding the delayed opening of polling stations on polling day and the shortage of ballot papers and related issues? An impression, a false one at that, is created to the effect that the litany of observations of problems that beset polling stations that opened late or opened without some or all ballot papers for the three elections were left unattended to. If truth be told, the Sadc Election Observation Missionโs preliminary report leaves a distinct and disturbing impression that the Mission had a sinister and a not so hidden mission against the people of Zimbabwe and the Republic of Zimbabwe, abi nitio.
