The irony is that this law will now also affect Black people who left huge tracts of unused land in the rural areas who reside and work in urban areas.

The constitution says expropriation can only happen for the following reasons: 1. public purpose and public interests. What is public interest and public purpose? Land reform, sharing equitably South African resources and by deduction redress/restitution. So with 79% of land in white, colored and Indians hands that acquired it through racial laws and blacks only have 4%. How then is the aspect of land reform and redress being addressed by taking the little land in black tribal leaders hands instead of taking the illegitimately acquired land in white hands? That would be inconsistent with the spirit of the constitution and Act, surely. Moreover, it will lose them more voters.
