Delhi Deleted! Only 1 voter left in a polling booth in Delhi’s Chandni Chowk - 908 names deleted! As per the voter list of 1-1-2025, Polling Booth number 33 in AC Chandni Chowk had 909 voters. Kamal Lal, a resident, told us that the jhuggi cluster was demolished in 2023 but the residents continue to live there. They voted in the 2024 Lok Sabha elections elections and the 2025 Delhi Assembly Elections. During the SIR process, residents submitted their enumeration forms- in fact, many even have the acknowledgment signed by the BLO. However, the minutes of meeting of BLO-BLA of the polling booth wrongly state that only 1 enumeration form was collected during house to house visits. The deletion list (ASDD) of this polling booth records 728 deletions during SIR while 180 deletions appear to have been made in the pre-SIR mapping exercise! Now the residents are being told unless they furnish electricity or water bills or proof of land ownership they can’t be on the voter list. This is completely absurd. The ECI manual recognises the right of even homeless people to be registered as voters. CEO, Delhi Office must immediately address this mass disenfranchisement.

Concerns regarding Delhi SIR Dear CEO, Delhi Office We examined the deleted voters list (ASDD list) for 3 polling stations in Delhi after the first phase of the SIR, and found the following problems: 1. ASDD list does not mention the addresses of the deleted voters, making any public scrutiny extremely difficult. 2. To access the addresses of deleted voters, one has to look for their entry in the old voter list. The ASDD list states the part number and serial number of the old list. However, it does not specify which list (there are 4 lists on the ECI portal for 2025) and the link to access it. 3. There is a serious error when trying to access the old voter list- the polling station numbers and names have been completely mixed up. For instance, if you search for the voter list of Jagdamba Camp, you get “part number and name: 122-Jagdamba Camp”, but when you download the list, it is actually the voter list of GK- II. One has to download the list which is titled “96-Chirag Delhi” which opens the list of “96-Jagdamba Camp”! 4. The Delhi CEO has placed the minutes of the meetings of BLO-BLAs of each polling station in the public domain, which is a very welcome step. However, in several cases, the reason for deletion in the minutes does not match the reason given in the ASDD list. All the voters classified under ‘EF Refused’ (Enrollment Form Refused) in the minutes of meeting of polling station 96 of Assembly Constituency 50 are classified as ‘Untraceable/Absent’ in the ASDD lists. For instance, for a voter- Ram Sevak, in the minutes, the reason for deletion is recorded as ‘EF Refused’ (Enrollment Form Refused) but in the ASDD list for his polling station, the reason is ‘Untraceable/Absent’. These appear contradictory- was the person present and refused the enumeration form OR was he Untraceable/Absent. 5. Aadhaar has been made mandatory for anyone who wants to challenge their deletion. The ASDD list states on top- “Dissatisfied persons can submit their claim along with a copy of their Aadhaar card.” -Anjali Bhardwaj & Amrita Johri

The Ram Mandir Trust has refused to be accountable under the RTI Act claiming it is an independent trust. Further, Ministry of Home Affairs has classified the entire file regarding the setting up of the Trust as "confidential” - refusing to disclose it under section 8(1)(g) of the RTI law on the grounds that disclosure would endanger lives! Corruption thrives in secrecy. Ram Mandir Trust has collected thousands of crores, including in foreign funds, and yet its website discloses NO financial records. The Ram Mandir Trust was deliberately set up in a way to evade legislative oversight and accountability under the RTI Act. Trusts of major temples like - Vaishno Devi, Jagannath & Kashi Vishwanath- are required to get their accounts audited, submit annual reports to legislative assemblies, and be answerable under RTI Act. In a blatant move to undo the effect of the landmark Supreme Court ruling, the govt brought a law to replace the CJI with a cabinet minister on the selection panel for appointing Election Commissioners. With a 2:1 majority, the law empowers the ruling party to select candidates of its choice as Chief & commissioners of the ECI.

Supreme Court is finally hearing petitions challenging the law on appointment of election commissioners. The matter has been pending in the SC since January 2024. In the meantime, current CEC, Gyanesh Kumar, and 2 Election Commmioners were appointed. After the Constitution bench judgment in the Anoop Baranwal case in 2023, the BJP govt had brought the law to replace the CJI with a cabinet minister on the selection panel for appointing Election Commissioners. With a 2:1 majority, the law empowers the ruling party to select candidates of its choice as Chief & commissioners of the ECI. Hope the SC upholds the letter and spirit of its landmark 2023 judgment.

Ram mandir trust = PMCARES 2.0? Despite collecting thousands of crores of public money, govt says Trust not covered under the RTI Act. So, no one can ask for the CCTV footage of the room where donations to Ram mandir are counted or get a copy of the SOP signed between the SBI and Ram mandir trust for counting the cash. No transparency means no accountability.
