Hindus, for example, follow over 30 distinct calendars, each tied to seasons, trade, and agriculture. How did the New York caste bill quietly die this legislative session? And why didn't HAF sound the alarm every step of the way? Because HAF was busy doing the work. Effective advocacy isn't always loud. While public campaigns have their place, reactive social media posts and mass action alerts can sometimes energize opponents or turn legislators into performers rather than partners. HAF chose discernment over spectacle, a strategy that recently helped make New York the sixth state where efforts to add caste as a category in non-discrimination laws have been successfully opposed. That work looked like HAF attorneys developing constitutional arguments, policy experts tracking legislation around the clock, and countless face-to-face meetings with lawmakers and staff. It meant asking difficult questions, publishing op-eds and legal analyses, and building relationships that extend beyond any single bill. The work isn't over.
