[WATCH] AROUND 150 OUT OF OVER 10 000 CANDIDATES ARE AFFECTED BUT THIS IS STILL SIGNIFICANT AS EVERY CANDIDATE COUNTS. This issue is affecting about 150 out of over 10 000 candidates submitted, but even that number is very significant to the ANC because our communities participated in the selection of those candidates and have a right to vote for them. We also aim to retain the municipalities that we govern and to ensure that we reclaim those that we are not governing. We want to ensure the program of services and transformation continue in South Africa. The ANC is the only party that contests all the wards on a VD by VD basis. Every vote counts for the ANC so this will dent us if we do not take it up. Every municipality counts to ensure us that we fulfill our historical mission

[WATCH] ANC UPLOADED NAMES ON TIME AND SOME WERE KICKED OUT DUE TO TECHNICAL GLITCHES “We did upload all of the candidates, it’s important to assure our members, supporters and our community that participated in the candidate selection process that took place. We did upload all of our candidates from all the nine provinces and regions on time. The 28th of August was the final day of submission of the final list, why it took place then is because the ANC undergoes an extensive process of vetting and interviewing and holding community meetings, all of this take time. We are very robust in how we’ve improved our candidate selection process. The very last portion of the batch is when the system started kicking them out. That was before 5 o’clock. We are not discussing here a lack of compliance on the part of the African National Congress with regards to meeting the deadline but a batch of names on the uploaded list that were kicked out. We are asking the IEC to consider for submission all those candidates who had already been captured in the IEC system but were kicked out. The second thing we are asking is to get to the bottom of why the very last batch was kicked out. We are asking for an investigation and this will get us to the bottom of the issue. This ties in with the question of are we fighting with the IEC? We are not. We respect and continue to have the full confidence in the integrity of the IEC run processes. It continues being one of the most important institutions and hallmarks of our democracy and that is why we hope that a constructive engagement can take place and an investigation on whether there were technological challenges that were not foreseen” -ANC SPOKESPERSON MAHLENGI BHENGU

[WATCH] IN THE INTEREST OF JUSTICE AND DEMOCRATIC PARTICIPATION. In the interest of democratic participation and to allow our communities to exercise their fair choice in selecting those they believe will be the best public representatives. Those communities affected we believe should be given the opportunity to participate in the democratic processes. It is not harmful to democracy to allow the investigation into the technical issues to take place. On of the major changes is how the ANC manages the candidate selection process is that there are new requirements, the criteria we use now is much more stringent to ensure that those we send to contest elections are qualifying and wanted by their communities, both in ethical conduct, skills and competence. What that means is that ANC processes of candidates selection are very laborious and we are the first to admit that they are laborious because we involve over a period of time many stakeholders including the community, to those who say why we left things to the eleventh hour we can say categorically we did not. We want to assure our members and communities that those communities and municipalities affected we are dealing with this issue and do find justice in the process and that they will exercise their democratic right. That is why we are asking for a constructive solution with the independent electoral commission and we do believe they will open the door to engagement, it is a Chapter 9 institution it is duty bound to find a solution as long as that solution does not break the law. We are not asking for any changes in our list, we are asking for that portion that was kicked out to be investigated.

[WATCH] EFFECTS OF APARTHEID SPATIAL PLANNING THAT DA IS STILL PERPETUATING Some experts speak about our failures but refuse to speak about the apartheid spatial planning in Cape Town that is still being perpetuated by the DA. The Public Protector ruled against them. We do not have that, we are servicing everybody equally and at the same time faced with the question of those who do not have(indigent) in the system and unable to pay for systems, we still service them equally. Unlike the DA. Huge amounts of money from national treasury go to municipalities which don’t even generate revenue.

[WATCH] Every compliant and legitimate supplier will be paid within 30 days. I want to place emphasis on this issue, because it is probably the single most consequential sentence in our Manifesto. A municipality that pays at 90 or a 120 days is not managing cash flow - it is financing its own deficit off the balance sheets of small and medium enterprises, and it is killing the very suppliers it depends on. Every week of delay is a wage not paid, an order not placed, a business that closes owing money to another business. That practice must end, and where an ANC administration is elected, we have committed that it will. We are also committing to procurement targets by 2031 of 40% for women-owned enterprises, 20% for youth-owned enterprises and 3% for enterprises owned by persons with disabilities — advertised transparently, with local supplier development and proof that workers on municipal contracts are paid on time. On the physical platform your operations depend on: through the metro trading services reform, national government has put in place a performance-based grant of R54 billion over six years to drive investment in water, sanitation, electricity and waste services in the country's eight metros Mangaung among them - with R27 billion of that inside the current three-year framework. That money is not a transfer. It is earned against performance and matched by a municipality's own revenue and borrowing, and it is intended to mobilise more than R100 billion in total infrastructure investment. Alongside it, our Manifesto commits every municipality to invest at least 8% of the value of its assets annually in maintenance and renewal, and to bring non-revenue water below 30% in every metro. Set that last commitment against the Mangaung numbers I read out a moment ago, and you will see precisely how much work it represents, and precisely how much money is currently running into the ground. We will rebuild in-house engineering, technical and yellow-fleet capacity, run a section 78 review of every outsourced core service, and restore the municipal artisan through apprenticeships with guaranteed intake. We have also committed to reducing municipal debt owed to Eskom and the water boards, and debt owed to municipalities, by at least 30%.
