‼️According to Ukraine’s military intelligence, the Kremlin has a long-term plan to colonize occupied Ukrainian territories ⬇️ “The population of occupied Donbas has shrunk by almost one-third over the past ten years — from more than 7.3 million to approximately 3.75 million people, according to the Main Intelligence Directorate (HUR) of Ukraine’s Ministry of Defense. “The scale of the demographic losses caused by Russia in the occupied territories of eastern Ukraine is highly revealing: over the past ten years, the population of Donbas has declined by almost one-third. While in 2001 the combined population of the Donetsk and Luhansk regions was about 7.37 million people, by the beginning of 2024 only around 3.75 million remained,” the HUR said in a statement published on its website on Monday. According to the HUR, Russia, the aggressor state, has driven the situation of the Ukrainian population in the temporarily occupied territories to the point of catastrophe. The birth rate is extremely low, while the death rate is exceptionally high, and both indicators significantly exceed even Russia’s national averages. For example, in 2025, the natural population growth rate in the occupied part of the Donetsk region was –9.9‰ (per thousand). According to the HUR, this is 2.4 times worse than the overall figure for the Russian Federation. At the same time, Russia is deliberately changing the ethnic composition of the occupied territories. In occupied Crimea and Sevastopol alone, there are already 200,000–300,000 Russians who have been relocated there, and by 2042 the Kremlin plans to resettle another 130,000 people in Sevastopol. As of 2024, the occupied parts of the Donetsk, Luhansk, Zaporizhzhia, and Kherson regions were home to 200,000 ethnic Russians, as well as approximately 100,000 labor migrants from Central Asia and the Caucasus. Since the beginning of 2026 alone, around 10,000 such "labor migrants" have been registered in the temporarily occupied part of the Donetsk region. The majority of the ethnic Russians illegally transferred to the temporarily occupied territories of Ukraine are individuals sent from Russia on official assignments. They "work" in occupation administrations controlled by the occupying authorities, repressive structures, state-funded "institutions," "organizations," and "enterprises." Russia is sending Russian medical workers, teachers, and construction workers to the occupied territories. Occupied Crimea has also been populated with a significant number of so-called military pensioners and residents from remote regions of Russia. To encourage Russians to relocate to the temporarily occupied territories, the aggressor state has created a system of financial incentives. Russians assigned to occupied parts of Ukraine receive double salary, as well as housing rent compensation of up to 7,210 rubles per day. Daily allowances can reach 8,480 rubles. Over the course of a one-month assignment, a Russian "official" can earn more than 470,000 rubles (over US$5,000) — more than eight times the average salary in Russia. Another incentive is the distribution of land plots and expropriated homes belonging to Ukrainians to newly arrived Russians. In effect, Russia has legalized looting in the temporarily occupied territories of Ukraine. Stolen housing is sold through subsidized mortgage programs, while land is granted free of charge to participants in Russia's criminal war against Ukraine. In 2025, 4,000 land plots were distributed in Crimea to servicemen of the Russian occupation army from various regions of Russia.
