The Dormition Cathedral of the Kyiv Pechersk Lavra will be restored. Thanks to the professionalism and swift actions of our emergency responders, the fires have been extinguished. Russia attempted to destroy the Lavra for a second time – just as it did in 1941. Thankfully, we will not have to rebuild this Ukrainian shrine from its foundations. The Government will secure funding for its restoration. As President Zelenskyy noted, the Government is preparing decisions to allocate resources from the reserve fund for urgent roof stabilization and its subsequent restoration. We expect a response from international organizations to yet another barbaric act by Russia. I have instructed Deputy Prime Minister for Humanitarian Affairs Tetiana Berezhna Tetyana Berezhna to intensify this work, including through the tools of the Ukrainian Cultural Heritage Fund. Since early morning, I have also received numerous messages from representatives of Ukrainian businesses and philanthropists willing to contribute to the restoration of this sacred site. Thank you for your shared values and readiness to help. The Government, together with the reserve administration, will organize this process. My deepest gratitude goes to Ukraine’s Defense Forces and the State Emergency Service teams, who are working selflessly at the attack site to save lives and protect our cultural heritage. 🇺🇦

This is how the headquarters of Ukraine’s government now looks after this morning's Russian attack. Our whole team works in this building daily. Fortunately, no one was injured. Russian barbarism will not halt the work of Ukraine’s government. The walls will be repaired, they are only bricks, but the lives of our people can’t be restored. In this night’s Russian attack 4 people killed and 44 injured. What is clear is that Russia does not want peace. I urge the world to turn outrage over Russian crimes into concrete support for Ukraine. Not for the walls of this building, but to protect our people and communities across the country. We need stronger air defense – more systems and more ammunition – to shield our cities and our energy system as winter approaches. We need tougher sanctions that will deprive the aggressor of oil and gas revenues, the very resources funding its terror. Only by standing strong and united can we bring an end to Russian aggression and secure peace.

We have concluded our work at the Ukraine Recovery Conference #URC2026 in Gdańsk. A total of 160 agreements worth more than €10 billion were signed this year — the result of the daily work of President Volodymyr Zelenskyy and the team of all Ukrainian negotiators. Key outcomes: 🔸 €3.2 billion — the first tranche under Ukraine Support Loan, the EU’s new financial instrument for Ukraine; 🔸 $3.4 billion — a new agreement with the World Bank; 🔸 launch of the European Flagship Fund for the Reconstruction of Ukraine; 🔸 establishment of the Ukraine Transport Support Fund; 🔸 €140 million for housing programmes; 🔸 an agreement with the EIB to restore and protect roads in frontline regions; 🔸 new partnerships in the defence industry and energy sectors. Today once again confirmed that Ukraine and Europe share the same path, the same values, and the same future🇺🇦🇪🇺

Oh Canada! Our Canadian partners once again prove their dedication to standing on the right side of history. By committing 5 billion CAD from frozen Russian assets profits to Ukraine, Prime Minister Justin Trudeau and his government send a clear message: aggressors will pay, and justice will prevail. This decision is not just about Ukraine – it’s about upholding global security, the rule of law, and the principle that war criminals cannot profit from their crimes. We thank the people of Canada for its unwavering support. Every dollar redirected from Russia’s war machine to Ukraine’s defense and recovery brings us closer to victory and lasting peace. Together, we win.

Today, Ukraine transferred St. Nicholas Cathedral for full use by the Roman Catholic community. St. Nicholas Cathedral is a cultural heritage site of national significance. During the Soviet period, it was closed by the Moscow authorities as part of Russia’s decades-long religious repression and turned into an organ hall. The cathedral survived the Soviet period, endured a fire during World War II, and withstood the impact of a Russian missile strike nearby in 2024 during Russia’s full-scale invasion. This historic decision became possible thanks to the sustained work of the Ministry of Culture of Ukraine, Tetiana Berezhna Tetyana Berezhna, Members of Parliament, the religious community, and many others. The parish will now have greater capacity to restore the cathedral, gather in prayer, and sustain the living fabric of the religious community here. Despite every trial imposed by Russian war, repression, and violence, the cathedral has stood firm, remaining a symbol of the spiritual resilience of our capital and of a country that has learned, through hardship, the value of conscience and faith. Among the enemy’s failures is their inability to divide us on the basis of religion. Today, representatives of different denominations stood side by side in the cathedral, united in prayer for our defenders, for victory, and for a just peace for Ukraine. The government will continue to uphold equality for all parishes in Ukraine, ensuring freedom of conscience.

Norway is providing $9 billion in funding to Ukraine this year under the Nansen Program – a new package of military and civilian assistance. I thank Prime Minister Jonas Gahr Støre Jonas Gahr Støre for this important announcement during his visit to Kyiv. Today’s meeting with Prime Minister Støre continues the cooperation we began during our joint visit to Chernihiv in the early months of the war. Throughout these years, Norway has delivered truly substantial support. One clear example: Norway has made the largest contributions under the PURL initiative, significantly strengthening Ukraine’s air defenses. Today, we placed particular emphasis on energy security. Norway’s support for gas imports, its contributions to the Ukraine Energy Support Fund, and its grant assistance are critically important. Norway is also supplying distributed generation equipment that will operate at Naftogaz Group facilities. We discussed prospective investment projects that could be supported through Norfund instruments. We are grateful to Norway for its steadfast support.

World Vyshyvanka Day marks its 20th anniversary. What began as a small initiative launched by students from our city of Chernivtsi has grown into a global movement that unites millions of Ukrainians every year, both in Ukraine and around the world. Vyshyvanka has long been more than clothing; rather, it is a symbol, a statement. It is with us everywhere: in everyday life and on special occasions, in moments of joy and on days of great tragedy, on the front line and at home, during revolutions, when we say farewell to our finest people, and even under occupation, as a symbol of quiet resistance. It is our way of speaking about who we are without unnecessary words, of learning the history of our families and our nation. In every motif, there is the strength and beauty of a tradition our ancestors preserved through centuries of trials. Our task is to protect it and carry it forward. Happy Vyshyvanka Day!

In Ukraine’s Kharkiv region, Russians have targeted a passenger train with shahed drones. As rescue efforts continue, at least five people are already dead. There were more than 200 people on board at the time, including small children. A deliberate strike on a civilian train is pure terrorism, a conscious crime against peaceful people and against humanity itself. Russia must be held accountable for every such attack. The means by which Russians continue to inflict atrocities on our people are only growing. Protecting human life is a shared responsibility of the entire civilized world. The world must not become accustomed to this terror.

The air raid alert in Kyiv has now continued for 10 straight hours, with Russians carrying out a sustained attack on the civilian population of our capital and the surrounding region. As widespread rescue efforts continue, one woman is already confirmed dead and at least 28 injured. These strikes are deliberately aimed at residential buildings and energy infrastructure, timed to a holiday weekend to deepen civilian hardship. Rescue teams are clearing debris and searching for survivors while operating under the threat of repeated strikes. Medical personnel and all emergency response services remain fully deployed. This coordinated drone and missile strike has caused widespread disruptions to water and heating supplies across Kyiv. Critical infrastructure has been transferred to backup power. Municipal services are working continuously to restore essential functions wherever security conditions allow. In Kyiv and the surrounding region, energy workers are restoring electricity to approximately 600,000 consumers. Russians are pursuing a campaign built on instilling exhaustion, cold, and fear, but it will not succeed. I thank our emergency responders, medical teams, and energy workers for their resolve and professionalism under fire.

Last night, in an attack that used around 40 missiles and over 600 drones, Russians targeted the civilian populations of the cities and regions of Dnipro, Odesa, Kyiv, Kharkiv, Chernihiv, and Sumy. With rescue efforts continuing, at least four people are dead and at least 37 injured – among them two children. My deepest condolences to the families. Dnipro was particularly hard hit, where emergency services are working at the sites of the strikes. Russia is deliberately prolonging its terror against our people, continuing to target critical infrastructure and residential buildings. I am deeply grateful to all those working tirelessly to save lives – and resolute that Russia never be allowed to achieve its goals.

Today, millions of Ukrainians light a candle and raise a prayer, with faith in their hearts and hope for a Christmas miracle. Our shared prayer is for Ukraine’s victory and the end of this war. That families may gather again around one table. That every defender returns home. That all those we await from captivity are freed. That stolen children are returned home to Ukraine. That every town and village is liberated, our people once again united in a free Ukraine. We pray not for ease, but for endurance. Not for mercy from the aggressor, but for justice and strength. History has taught us that darkness does not yield to wishes alone; it yields only to courage, unity, and the quiet determination of free people who refuse to surrender their future. Christ is born!

Russians have just again bombed the civilian population of Kharkiv with several aerial bombs. The Children's Railway – where kids learn about railroads – was hit on a Saturday afternoon. With rescue efforts ongoing, there are at least 40 injured and at least one death. Once again I must ask: when does the inaction of Ukraine’s allies – those with the power to stop this – become complicity?

Сьогоднішнє засідання Уряду — про підтримку бізнесу та зброї для фронту.
Yulia Svyrydenko62,618 views • 11 months ago
