Today, another atrocity: 74 victims, including 13 children, as a ballistic missile struck the center of Sumy. World Vyshyvanka Day marks its 20th anniversary. What began as a small initiative launched by students from our city of Chernivtsi has grown into a global movement that unites millions of Ukrainians every year, both in Ukraine and around the world. Vyshyvanka has long been more than clothing; rather, it is a symbol, a statement. It is with us everywhere: in everyday life and on special occasions, in moments of joy and on days of great tragedy, on the front line and at home, during revolutions, when we say farewell to our finest people, and even under occupation, as a symbol of quiet resistance. It is our way of speaking about who we are without unnecessary words, of learning the history of our families and our nation. In every motif, there is the strength and beauty of a tradition our ancestors preserved through centuries of trials. Our task is to protect it and carry it forward. Happy Vyshyvanka Day!

Today, Ukraine transferred St. Nicholas Cathedral for full use by the Roman Catholic community. St. Nicholas Cathedral is a cultural heritage site of national significance. During the Soviet period, it was closed by the Moscow authorities as part of Russia’s decades-long religious repression and turned into an organ hall. The cathedral survived the Soviet period, endured a fire during World War II, and withstood the impact of a Russian missile strike nearby in 2024 during Russia’s full-scale invasion. This historic decision became possible thanks to the sustained work of the Ministry of Culture of Ukraine, Tetiana Berezhna Tetyana Berezhna, Members of Parliament, the religious community, and many others. The parish will now have greater capacity to restore the cathedral, gather in prayer, and sustain the living fabric of the religious community here. Despite every trial imposed by Russian war, repression, and violence, the cathedral has stood firm, remaining a symbol of the spiritual resilience of our capital and of a country that has learned, through hardship, the value of conscience and faith. Among the enemy’s failures is their inability to divide us on the basis of religion. Today, representatives of different denominations stood side by side in the cathedral, united in prayer for our defenders, for victory, and for a just peace for Ukraine. The government will continue to uphold equality for all parishes in Ukraine, ensuring freedom of conscience.

Norway is providing $9 billion in funding to Ukraine this year under the Nansen Program – a new package of military and civilian assistance. I thank Prime Minister Jonas Gahr Støre Jonas Gahr Støre for this important announcement during his visit to Kyiv. Today’s meeting with Prime Minister Støre continues the cooperation we began during our joint visit to Chernihiv in the early months of the war. Throughout these years, Norway has delivered truly substantial support. One clear example: Norway has made the largest contributions under the PURL initiative, significantly strengthening Ukraine’s air defenses. Today, we placed particular emphasis on energy security. Norway’s support for gas imports, its contributions to the Ukraine Energy Support Fund, and its grant assistance are critically important. Norway is also supplying distributed generation equipment that will operate at Naftogaz Group facilities. We discussed prospective investment projects that could be supported through Norfund instruments. We are grateful to Norway for its steadfast support.

That every town and village is liberated, our people once again united in a free Ukraine. We pray not for ease, but for endurance. Not for mercy from the aggressor, but for justice and strength. Готуємо комплексне рішення щодо всіх державних компаній, зокрема енергетичних. Проводимо аудит і доручили наглядовим радам перевірити стан роботи, особливо у частині закупівель. Ворог продовжує обстріли щоночі. Наш виклик незмінний — забезпечити світлом, газом і теплом кожну українську родину. Я на постійному зв’язку з регіонами. 24/7 тривають ремонтні роботи — на підстанціях «Укренерго» та на об’єктах генерації. Запускаємо додаткові резервні джерела живлення. Графіки погодинних відключень зберігаємо, але завдяки спільним зусиллям зменшуємо їхню тривалість. Дякую всім енергетикам за щоденну роботу в надважких умовах. Сьогодні Уряд виділить 1 млрд грн на ліквідацію наслідків обстрілів у найбільш уражених прифронтових регіонах — це 93 громади Дніпропетровської, Донецької, Запорізької, Миколаївської, Одеської, Херсонської, Сумської, Харківської та Чернігівської областей. Фінансування буде спрямоване на п’ять напрямів: будівництво й облаштування укриттів, додатковий захист ключового обладнання, аварійно-рятувальні роботи, ремонт інженерних мереж і створення запасу пального. У найскладніші часи наша сила — в єдності. Викорінити корупцію — це питання честі й гідності. Ми несемо відповідальність перед нашими захисниками.

Під час повномасштабної війни, коли ворог щодня руйнує енергетику, а країна живе за графіками відключень, будь-яка корупція неприпустима. Уряд уже ухвалив перші рішення: подання про звільнення двох міністрів, санкції проти фігурантів матеріалів НАБУ, а також перезапуск «Енергоатома» — відсторонення керівництва й початок аудиту компанії. Готуємо комплексне рішення щодо всіх державних компаній, зокрема енергетичних. Проводимо аудит і доручили наглядовим радам перевірити стан роботи, особливо у частині закупівель. Ворог продовжує обстріли щоночі. Наш виклик незмінний — забезпечити світлом, газом і теплом кожну українську родину. Я на постійному зв’язку з регіонами. 24/7 тривають ремонтні роботи — на підстанціях «Укренерго» та на об’єктах генерації. Запускаємо додаткові резервні джерела живлення. Графіки погодинних відключень зберігаємо, але завдяки спільним зусиллям зменшуємо їхню тривалість. Дякую всім енергетикам за щоденну роботу в надважких умовах. Ukraine and Poland are preparing to host the Ukraine Recovery Conference this June. It is especially important for us that, for the first time, this annual conference will include a dedicated security and defense dimension – a key pillar of Ukraine’s recovery alongside energy, private sector development, human capital, and infrastructure reconstruction on the path to EU membership. I spoke about this at the “Road to URC” event in Rzeszów. Since the beginning of the full-scale invasion, Ukraine’s defense industrial production capacity has increased 50-fold. Nearly half of the weapons used by our Defense Forces are produced in Ukraine. We have one of the fastest innovation cycles: from idea to active combat deployment in as little as three months. Ukrainian drones, ground and maritime systems, electronic warfare capabilities, counter-drone solutions, and new types of missiles are already changing the nature of modern warfare. The world is very interested in this experience. We are ready to expand cooperation and integrate Ukraine’s defense industry into the European space. The “Build with Ukraine” and “Build in Ukraine” initiatives create tools for developing joint ventures and localizing production both in Ukraine and in partner countries. This is a shared investment in the security of our continent. I am grateful to the Ukrainian defense manufacturers who presented their stands in Rzeszów. Ukraine is ready for defense partnership. We will continue developing these contacts at the conference in Gdańsk this June.

Today, I was delighted to open the historic U.S.–Ukraine Reconstruction Investment Fund (URIF) Managing Board meeting in Kyiv that delivered its first investment approval 🇺🇦🇺🇸 It is in a Ukrainian dual-use technology company, Sine Engineering, that operates in the fields of communications and navigation. Their infrastructural solutions are used by 150 Ukrainian manufacturers of UAVs and interceptor systems. I am grateful to US Secretary of the Treasury Scott Bessent Treasury Secretary Scott Bessent for his leadership in ensuring the Fund’s efficiency. I also thank DFC Invests Chief Investment Officer Connor Coleman, US Deputy Under Secretary for International Finance Jonathan Greenstein, and all members of the US delegation who travelled to Ukraine this week despite ongoing large-scale attacks. Special thanks to Chargé d’Affaires of the United States in Ukraine U.S. Embassy Kyiv, Ambassador Julie Davis, for her continued engagement, support, and close coordination. In less then a year, the Fund has already made its first investment and continues to review over 200 applications, more than half from Ukrainian companies. Its successful operation demonstrates that Ukraine offers unique expertise and technologies and can be as a successful business case.

Працюємо на Київщині. Тут триває ліквідація наслідків російських обстрілів. Ситуація ускладнена через сильні морози. Безумовним пріоритетом в умовах надзвичайної ситуації в енергетиці є допомога людям. Для підтримки людей, по області розгорнуті 456 пунктів незламності, працюють вагони незламності від Укрзалізниці. Критична інфраструктура Київської області забезпечена джерелами резервного живлення. Будинки на електроопаленні підключені до генераторів великої потужності. Підключені також 36 мобільних котелень. Поспілкувалися з представниками бізнесу Київщини про їхню роботу в умовах надзвичайної ситуації в енергетиці. На Київщині працює понад півсотні таких установок. Уряд надає повне сприяння для підключення когенераційних установок. Для цього ми запустили єдине вікно для запитів бізнесу щодо підключення установок — на платформі «Пульс». Дякую людям і бізнесу за стійкість у важких умовах.

На старті ми чітко визначили для себе чотири ключові пріоритети: гідність людини, безпека, розвиток економіки і відбудова. ▪️Протезування — сьогодні одне з головних завдань у сфері соціальної політики. Наше завдання — зробити так, щоб кожен, хто цього потребує, і військовий, і цивільний, отримав якісний протез вчасно. Мала можливість побачити сучасне українське виробництво Esper Bionics — приклад технологій, що реально змінюють життя. Ми хочемо, щоб цей ринок розвивався. З’являлося більше українських виробників. Тому уряд планує запустити гранти на біонічні протези. Також цього тижня зустрічалася із фахівцями з реабілітації, виробниками, керівниками центрів. Ми бачимо, що багато людей змушені чекати на протез або стикаються з неякісною допомогою. Тому поставили завдання Мінсоцполітики та Міністерству охорони здоров’я визначити чіткий план врегулювання проблемних питань. За іншими напрямками маємо такі рішення: ▪️Оборонний сектор. Будемо масштабувати власне виробництво вибухівки в Україні. Разом із Мінцифри запустили новий грантовий конкурс у межах Brave1. Наша мета — щоб усе, від обладнання до хімії, виготовлялось в Україні. Системно і в потрібних обсягах. ▪️В економіці — ми дали старт реалізації рішення РНБО про мораторій для правоохоронців на перевірки бізнесу. Бізнес очікує від Уряду відчутні кроки з дерегуляції. Тому починаємо аудит усіх державних видатків. Плануємо значне скорочення бюрократичних процедур. Продовжуємо роботу з міністрами. З кожним очільником міністерства зустрічаюся окремо — напрацьовуємо конкретні плани. Вони увійдуть у Програму дій Уряду.

Крок за кроком вони прогрівають мережі, замінюють обладнання й повертають світло та тепло в домівки. Щиро дякую кожному, хто працює 24/7, щоб в українських оселях було тепло і світло.
