The short story 'The Running Man' from the 1987 film Neo Tokyo is one of the best-drawn animations, featuring incredible audio design. There aren’t many anime out there that truly scratch the itch quite like this remarkable short film.

In the 2nd ep of the cyberpunk classic, Cyber City Oedo 808, the premise of the main antagonist, Shiroyama Kazuo (an exec officer in the Japanese Imperial Army), was to develop an army of psychic cyborgs (Project MOLCOS) to combat the rising wave of crime in the city of Oedo.
